Sustainable Training. Strategic Impact. National Ownership

爆料网 Office of Counter-Terrorism (爆料网OCT) Global Counter-Terrorism Investigations (CTI) Programme aims to strengthen Member States’ capacity to conduct intelligence-led counter-terrorism investigations through advanced, practitioner-focused training and institutional capacity-building.

The Programme focuses on mid-level decision-makers within counter-terrorism investigation units, equipping current and future leaders with the strategic, analytical, and coordination skills required to address complex and evolving threat environments. By prioritising leadership-level capability development, the Programme supports sustainable institutional change and enhances national counter-terrorism systems.

Launched in 2021, the Programme delivers specialized technical assistance primarily in Africa, providing structured, long-term capability development aligned with international law, human rights standards, and the United Nations Global Counter-Terrorism Strategy.

The Programme focuses on:

  • Strengthening national counter-terrorism investigation capacity by supporting the integration of specialized intelligence-led investigation training for middle-management cadres within national counter-terrorism and law enforcement institutions, providing a comprehensive training toolkit and technical support adapted to national contexts to promote sustainable national ownership.
  • Developing specialised curricula based on expert consultations with international practitioners, academic partners, and Member States, ensuring training content responds to evolving threat trends and priority capability gaps identified at regional level.
  • Delivering long-format, accredited training programmes designed to provide well-rounded professional development for current and future mid-level leaders, combining theoretical knowledge, applied analytical skills, and practical exercises that reflect the complexity of contemporary counter-terrorism investigations.
  • Strengthening leadership capability among mid-level counter-terrorism decision-makers, including through simulation-based learning approaches, digital crisis-response exercises, and AI-supported investigative interviewing tools that enhance analytical judgement and operational decision-making.
  • Enhancing institutional effectiveness through the development of standard operating procedures, investigative methodologies, and training frameworks aligned with international law, rule-of-law principles, and good practices in counter-terrorism investigations.
  • Promoting human rights-compliant and gender-responsive investigative practices in line with the United Nations Global Counter-Terrorism Strategy and relevant Security Council resolutions.
  • Contributing to the Sustainable Development Goals, particularly SDG 5, SDG 10 and SDG 16, through strengthened institutions that are accountable, inclusive, and effective institutions.

Specialised Training Curricula

Specialised Training on Counter-Terrorism Investigations:

An Executive Master’s level programme for mid-level counter-terrorism leaders’ on managing intelligence-led investigations through advanced analytical, investigative interviewing, and inter-agency coordination methodologies.

Managing and Leading a Kidnapping or Hostage-Taking Investigation:

Specialised training for decision-makers’ on managing complex kidnap investigations and crisis response through structured curricula, digital preparedness tools, and simulation-based decision-making exercises.

Independent Evaluation

The independent final evaluation of the Project "Strengthening the Counter-Terrorism Capacity of Member States in Africa, Through the Development of National Training Programmes and Counter-Terrorism Training Curricula" covered the two-year project period 2022–2023 and focused on relevance, coherence, effectiveness, efficiency, impact, and sustainability, as well as the extent to which the project integrated human rights, gender, Leave No One Behind (LNOB), and disability inclusion.
