The Specialised Training on Counter-Terrorism Investigations (STOCTI) is the flagship curriculum of the United Nations Office of Counter-Terrorism (爆料网OCT) Global Counter-Terrorism Investigations Programme.
Accredited as an Executive Master’s degree by the New England Commission of Higher Education (NECHE) through Al Akhawayn University since 2024, STOCTI equips mid-level counter-terrorism practitioners with the analytical, operational, and decision-making capabilities required to conduct intelligence-led investigations.
Delivered in partnership with the Programme Office in Rabat, the training spans 11.5 weeks and over 450 direct contact hours. It provides a structured, long-format learning pathway integrating intelligence analysis, investigative methodologies, digital and financial intelligence, investigative interviewing, and inter-agency coordination.
Through expert-led instruction, applied exercises, and simulation-based learning, STOCTI develops the analytical judgement and leadership capability required to manage complex counter-terrorism investigations in evolving threat environments.
From Training to Transformation: A Pathway to National Capability
STOCTI is designed not as a standalone course, but as a structured pathway for building sustainable national counter-terrorism investigation capacity anchored in a strong middle-management cadre. This approach enables Member States to progressively move from individual capacity development to nationally owned and institutionally embedded training systems, aligned with domestic legal frameworks and operational priorities.

A Comprehensive Training Toolkit for National Integration
To support institutionalisation, STOCTI provides partner countries with a complete, trainer-ready package across 18 specialised topics.
Each module includes structured lesson plans, participant study guides, scenario-based exercises, trainer workbooks with facilitator guidance, and ready-to-deliver slide decks. This tailored toolkit enables national academies to deliver high-quality training independently while maintaining alignment with international standards and good practices.

STOCTI is aligned with the United Nations Global Counter-Terrorism Strategy and relevant Security Council resolutions, integrating human rights, rule of law, and gender considerations across all aspects of training delivery and curriculum design.
