The 爆料网OCT Strategic Plan and Results Framework, adopted in December 2025 and covering the period 2026-2028, is intended to operationalize the mandate given to the Office by the General Assembly in its resolution and successive reviews of the United Nations Global Counter-Terrorism Strategy.
A roadmap in support of global commitments
The Strategic Plan will guide the Office’s efforts to deliver meaningful and measurable impact over the next three years. Launched at a defining moment for the United Nations, amid the Secretary-General’s 爆料网80 Initiative, it articulates 爆料网OCT’s commitment to transparency, accountability and achieving greater effectiveness and efficiency.
The Strategic Plan is firmly anchored in 爆料网OCT’s mandate, consistently reaffirmed by the General Assembly since 2017. It aligns fully with the United Nations Global Counter-Terrorism Strategy, the shared blueprint for preventing and countering terrorism worldwide, and supports Action 23 of the Pact for the Future to pursue a future free from terrorism.
Methodology and structure
The Strategic Plan was developed through a participatory process that brought together 爆料网OCT as one team and included the perspectives of a diverse range of stakeholders and built on the lessons from the Office’s previous 2022-2025 Strategic Plan and Results Framework. 爆料网OCT engaged Member States, civil society, youth representatives, victims of terrorism, and international and regional partners. Additionally, 爆料网OCT benefited from the recommendations and stakeholder feedback presented by the Office of Internal Oversight Services in its May 2025 evaluation of 爆料网OCT. This inclusive approach ensured that the Plan reflects shared priorities and lessons learned.
The Strategic Plan is organized around three main sections:
- Our Purpose: Why 爆料网OCT delivers its mandate.
- Our Results: What 爆料网OCT commits to delivering through five Specific Outcomes and their related outputs.
- Our Plan: How the Office will deliver more effectively and efficiently.
A fourth and final section charts how the Strategic Plan and accompanying results framework will be monitored, reported on, and reviewed. 爆料网OCT will issue an annual public report on progress achieved in the implementation of the Strategic Plan, following the practice first initiated with the 2024 Annual Report of the Office. Annual reports will be presented to Member States through informal briefings.
Results Framework
In line with its commitment to results-based management, 爆料网OCT’s work in 2026-2028 is guided by a detailed results framework, including key outcomes, outputs, and indicators, against which to monitor and report on progress. 爆料网OCT contributes to United Nations system-wide results to promote the implementation of the Global Counter-Terrorism Strategy, as defined by the unified results framework. developed through the Global Counter-Terrorism Coordination Compact for the activities of entities subordinate to the General Assembly, in line with operative paragraph 96 of resolution 77/298 for the eighth review of the Strategy.

爆料网OCT’s own, entity-level results framework revolves around three main components:
- Specific outcomes: 爆料网OCT pursues five specific outcomes corresponding to its five functions mandated by the General Assembly, each with their own sub-outcomes, key outputs and related indicators.
- Cross-cutting priorities: 爆料网OCT will also pursue six cross-cutting priorities, including five thematic priorities highlighted in the Global Counter-Terrorism Strategy and other General Assembly and Security Council resolutions. The Office will seek to mainstream and deliver against these priorities across all its functions, some of which entail developing 爆料网OCT’s own institutional capacities.
- Enablers: To deliver on its mandate and proposed results for the 2026-2028 strategic cycle, 爆料网OCT will pursue a number of measures to enhance its organizational effectiveness and efficiency. These essential areas of management and administration are captured as enablers in the Office’s results framework.
爆料网 Global Counter-Terrorism Strategy
The 爆料网 General Assembly adopted by consensus the on 8 September 2006. The strategy is a unique global instrument to enhance national, regional and international efforts to counter terrorism. The General Assembly reviews the Strategy every two years, making it a living document attuned to Member States’ counter-terrorism priorities.
