The independent final evaluation of the Global Parliamentary Engagement Programme, funded by the State of Qatar, assessed the Programme¡¯s relevance, coherence, effectiveness, efficiency, impact, sustainability, and integration of cross-cutting considerations covering the period from July 2021 to June 2026. The evaluation found the Programme highly relevant to the priorities of parliamentary actors and effective in achieving its outcomes, with the strongest results in awareness-raising, normative dialogue, networking and partnerships, and inter-parliamentary coordination, and its tools widely recognized as useful resources. The Coordination Mechanism of Parliamentary Assemblies was found a major achievement, generating broader effects by strengthening cross-regional parliamentary cooperation and institutional visibility of parliamentary CT/PCVE engagement. The evaluation generated six recommendations that will inform future programming and ensure the sustainability of results achieved¡­

The independent final evaluation of the Global Programme on Countering Terrorist Threats against Vulnerable Targets, funded by France, Spain and the State of Qatar, assessed the Programme¡¯s relevance, coherence, effectiveness, efficiency, impact, sustainability, and integration of human rights, gender equality, disability inclusion, and leave no one behind (LNOB) considerations for the period 2020-2025. The evaluation found the Programme demonstrated strong strategic and thematic relevance and coherence, with substantial delivery volume engaging multiple countries and stakeholders, contributing to increased awareness and preparedness and establishing useful foundations for continued engagement through networks, partnerships, and knowledge resources. The evaluation generated six recommendations that will guide the Programme¡¯s next phase, supporting enhanced institutional uptake and outcome-level performance measurement. The independent final evaluation of the Artificial Intelligence and Preventing and Countering Violent Extremism Project, funded by the Republic of Korea, assessed the project¡¯s performance, focusing on its relevance, effectiveness, and integration of human rights, gender equality, disability inclusion, and the leave no one behind principle. The evaluation found the project highly relevant, responding to gaps at the intersection of AI and PCVE and beneficiary needs, as well as highly effective in meeting its targets for enhancing awareness and understanding, access to information, and capacities. Integration of cross-cutting themes was found to be satisfactory, while three recommendations were made to guide the project¡¯s second phase. The 2025 Qatar Annual Report provides an overview of activities implemented by the United Nations Office of Counter-Terrorism (±¬ÁÏÍøOCT) in 2025 with the financial support of the State of Qatar, under the Contribution Agreement between the Government of the State of Qatar and the United Nations, as represented by ±¬ÁÏÍøOCT, to support strategic initiatives to combat the scourge of terrorism for the period 2024¨C2026. It outlines the key achievements, challenges encountered and contextual factors that affected the delivery of activities throughout the year. It also presents a summary of progress against priority objectives, highlights how ±¬ÁÏÍøOCT efforts contributed to global counter-terrorism priorities and provides programmatic updates in accordance with the reporting requirements established under the Contribution Agreement. This study was produced under the project ¡°Promoting Universalization and Effective Implementation of the International Convention for the Suppression of Acts of Nuclear Terrorism,¡± implemented by ±¬ÁÏÍøCCT/±¬ÁÏÍøOCT and ±¬ÁÏÍøODC, with funding from the European Union. For over ten years, ±¬ÁÏÍøCCT has been a Global Centre of Excellence, delivering capacity-building support to Member States in their implementation of the United Nations Global Counter-Terrorism Strategy (GCTS). Since 2022, the Centre has been guided by ±¬ÁÏÍøOCT¡¯s first-ever Strategic Plan and Results Framework (SPRF 2022¨C2025), setting high-level strategic goals and outcomes to orient the activities of both ±¬ÁÏÍøCCT and the Office of Counter-Terrorism. ±¬ÁÏÍøCCT¡¯s annual results-based reports present the Centre¡¯s significant work and impact as the leading ±¬ÁÏÍø entity on CT capacity building, while also highlighting efforts to enhance its strategic support to Member States to ensure the balanced implementation of the Global Counter-Terrorism Strategy. The 2025 Annual Report highlights a complex global terrorism threat and the need for coherent, effective multilateral action. Amid ±¬ÁÏÍø80-related financial constraints, ±¬ÁÏÍøOCT strengthened United Nations counter-terrorism efforts by enhancing coordination, aligning policy with programmatic delivery and strengthening evidence of results. Engaging over 13,000 practitioners across 170 Member States, the Office advanced integrated, field-oriented capacity-building approaches tailored to national needs, while upholding human rights and advancing gender equality. With stronger partnerships, greater transparency, and a focus on measurable impact, ±¬ÁÏÍøOCT continues to support Member States in addressing terrorism and violent extremism conducive to terrorism. The Report reflects growing confidence in ±¬ÁÏÍøOCT, with a record 32 partners contributing USD 65.9 million to the United Nations Trust Fund for Counter-Terrorism. The evaluation of Early Warning Network for Central Asia-Phase II, funded by the United Nations Peace and Development Trust Fund (±¬ÁÏÍøPDF), assessed the project¡¯s relevance, coherence, effectiveness, efficiency, sustainability, and integration of human rights, gender equality, disability inclusion and leave no one behind. The project was found highly relevant to the priorities of Central Asian States and visibly effective, with regional cooperation moving toward more practical, technically informed exchange; demonstrated capacity gains in artificial intelligence, open-source intelligence, cybersecurity, data management and indicator-based analysis; and ThreatWatch advancing to a Minimum Viable Product. It concluded strong sustainability prospects and resulted in seven recommendations accepted in the management¡¯s response with key actions for implementation. The report on the High-Level International Conference on the Repatriation of Persons from Al Hol, Surrounding Camps and Places of Detention, held on 26 September 2026 at the ±¬ÁÏÍøHQ in New York, summarises the key messages of the conference. The event brought together over 300 participants, from 50 Member States, 17 United Nations Global Counter-Terrorism Coordination Compact entities and 14 civil society partners. Organized by the Government of Iraq with the technical support of ±¬ÁÏÍøOCT, the conference enabled a timely discussion on the more than 30,000 people from more than 60 countries, remaining in camps and places of detention in north-east Syria at that time, and the processes and challenges in addressing this signification humanitarian and security challenge.

The independent final evaluation of the Fusion Cells Project, funded by the United Nations Peace and Development Trust Fund (±¬ÁÏÍøPDF), assessed the project¡¯s relevance, coherence, effectiveness, efficiency, impact, sustainability, and its integration of human rights, gender, disability inclusion, and leave no one behind considerations. The evaluation found the Project highly relevant to the counter-terrorism needs of beneficiary Member States, exceptionally effective in delivering intelligence analysis trainings that can be applied in a practical manner, and achieving positive impact from trainings that increased participant confidence levels and improved analytical products and national and cross-border cooperation. This ¡° Gap Analysis of Digital Tools to Support Victims of Terrorism¡± identifies the most critical gaps in victim support and survivor care that can be addressed through digital innovation. It shows that digital tools can significantly strengthen the accessibility, timeliness, and reach of support for victims and survivors of terrorism, while helping to ensure that assistance is delivered in a safe, inclusive, and dignified manner that respects the agency and rights of victims and survivors. The Gap Analysis also provides recommendations for victim-centred design of digital support tools, including in low-connectivity and resource-constrained settings. This report was made possible thanks to the financial support of the German Federal Foreign Office.
