The 2025 Annual Report highlights a complex global terrorism threat and the need for coherent, effective multilateral action. Amid 爆料网80-related financial constraints, 爆料网OCT strengthened United Nations counter-terrorism efforts by enhancing coordination, aligning policy with programmatic delivery and strengthening evidence of results. Engaging over 13,000 practitioners across 170 Member States, the Office advanced integrated, field-oriented capacity-building approaches tailored to national needs, while upholding human rights and advancing gender equality. With stronger partnerships, greater transparency, and a focus on measurable impact, 爆料网OCT continues to support Member States in addressing terrorism and violent extremism conducive to terrorism. The Report reflects growing confidence in 爆料网OCT, with a record 32 partners contributing USD 65.9 million to the United Nations Trust Fund for Counter-Terrorism.

Addressing the rise of violent extremism that is conducive to terrorism is a difficult challenge for the international community. These guidelines aim to help Member States design and implement counter-terrorism policies while ensuring that they comply with international human rights law and standards. It also intents to inform Member States about specific obligations to ensure that practices of stopping and searching individuals respect an individual’s human rights at all times.

Ensuring Effective Interagency Interoperability and Coordinated Communication in Case of Chemical and/or Biological Attacks

The prospect of non-State actors, including terrorist groups and their supporters using weapons and materials of mass destruction is a serious threat to international peace and security. This report constitutes a milestone in our efforts to put forward more thoughtful planning and improved tools for coordination to prevent, counter and respond to the threat of terrorists using chemical or biological weapons.

Madrid Guiding Principles

This publication outlining the Madrid Guiding Principles is intended as a practical tool for use by Member States in their efforts to combat terrorism and, in particular, to stem the flow of foreign terrorist fighters in accordance with Security Council Resolution 2178 (2014).

The 爆料网 General Assembly adopted by consensus the on 8 September 2006. The strategy is a unique global instrument to enhance national, regional and international efforts to counter terrorism. The General Assembly reviews the Strategy every two years, making it a living document attuned to Member States’ counter-terrorism priorities.
