Specialised training strengthening national capacity to prevent, manage, and respond to kidnapping and hostage-taking

Managing and Leading a Kidnapping or Hostage-Taking Investigation is a specialised training curriculum developed under the United Nations Office of Counter-Terrorism (爆料网OCT) Global Counter-Terrorism Investigations Programme. The curriculum was designed in consultation with international law enforcement subject-matter experts and reviewed by partner agencies. It will contribute to strengthening beneficiary Member States’ capacity to prevent, investigate, and respond to kidnapping, hostage-taking, and extortion-related threats.
Kidnapping for ransom is a nexus crime, generating significant revenue for terrorist and organised crime groups and posing a growing threat across multiple regions. Developed in response to Member States’ requests, the curriculum is designed to enhance national capabilities across the full lifecycle of a kidnapping incident – from prevention and preparedness to crisis response and investigation.
Specialised training for complex, high-risk scenarios
The training is designed for mid-level decision-makers and operational leads responsible for managing high-risk incidents. The curriculum comprises a combination of expert-led instruction, scenario-based exercises, and simulation-driven learning, ensuring participants develop the practical skills and judgement required to operate effectively in crisis environments. Training focuses on critical capability areas, including:
- Managing and leading kidnapping and hostage-taking investigations
- Crisis coordination and inter-agency response
- Kidnap negotiation and communication strategies
- Intelligence-led investigation and decision-making under pressure

From training to systems: A sustainable capacity-building approach
The curriculum is built around a structured approach focused on long-term national capability. This approach ensures that capacity-building efforts support sustainable, nationally owned solutions.
This includes:
- Development of specialised, modular training curricula
- Delivery of Train-the-Trainer programmes to build national instructor capacity
- Integration of training into national law enforcement academies
- Continuous mentoring and technical support
- Development of knowledge products and operational guidance
Digital preparedness: scaling access through eLearning
To complement in-person training, the curriculum is supported by an interactive eLearning course on prevention strategies for kidnapping, hostage-taking, and public attack situations, currently in development and scheduled to launch in the coming weeks.
Once launched, the eLearning platform will enable scalable, flexible delivery and support continuous learning beyond in-person training environments. The course is designed to provide accessible, foundational knowledge to a broad audience, including personnel deployed to high-risk environments. It includes:
- Scenario-based learning and interactive simulations
- Micro-learning modules to support knowledge retention
- Realistic case studies and branching decision exercises;
- Knowledge checks and final assessment
- Certification upon completion
Expected impact and long-term outcomes
The curriculum will contribute to strengthening national response capacities to kidnapping and hostage-taking threats, including:
- Faster and more coordinated crisis response
- Improved investigative and negotiation capabilities
- Enhanced protection of victims and victim-sensitive practices
- Increased integration of human rights and rule of law principles
- Strengthened institutional capacity and national training systems
Over time, this is intended to contribute to more effective, trusted, and resilient law enforcement responses and support the reduction of kidnapping and hostage-taking incidents.
Delivery contingent on partner support
The curriculum has been developed and validated and is ready for implementation. Delivery to Member States is contingent on partner support. 爆料网OCT welcomes engagement from funding partners and Member State agencies interested in supporting the roll-out of this initiative.
Alignment with international standards
The curriculum is aligned with the United Nations Global Counter-Terrorism Strategy and supports the implementation of relevant United Nations Security Council resolutions.
Human rights and gender considerations are integrated across all training components, ensuring that responses to kidnapping and hostage-taking are effective, accountable, and compliant with international standards.
