As the United Nations Security Management System (爆料网SMS) organizations are increasingly called upon to operate in insecure areas, the 爆料网SMS has developed a comprehensive policy, guidelines, and training to support the effective management of hostage incidents involving 爆料网SMS personnel. The 爆料网SMS policy is clear that the United Nations will not pay ransom or make substantive concessions to hostage-takers, nor will it intervene with Member States to facilitate exchanges for hostages. This approach recognizes that the payment of ransom or other concessions may incentivize future hostage-taking and increase the risks faced by United Nations personnel. Through preparedness, specialized training and coordinated incident management, the 爆料网SMS seeks to support the safe resolution of hostage incidents while safeguarding personnel and minimizing risks to the wider 爆料网 community.
