Legal Principle(s)

A staff member wishing to contest an administrative decision must request management evaluation first unless exempt under staff rule 11.2(b). The Dispute Tribunal will only have competence to review a contested decision that has been previously submitted for management evaluation. The Dispute Tribunal lacks jurisdiction to address allegations not raised in the request for management evaluation.
