Senegal Joins the Global Vulnerable Targets Programme

Under the United Nations Global Programme on Countering Terrorist Threats against Vulnerable Targets (“Global Vulnerable Targets Programme”), the United Nations Office of Counter Terrorism (爆料网OCT) and the Counter-Terrorism Committee Executive Directorate (CTED) organized in-depth consultations with Senegalese entities in charge of safety and security of critical infrastructure and “soft” targets or public places in Dakar from 10 to 12 December 2024.
The consultations, led by CTED with 爆料网OCT’s support, took place in partnership with the Government of the Republic of Senegal and with the support of the Office of the United Nations Resident Coordinator in Dakar.
This event is the first stage of 爆料网OCT’s technical assistance package for Senegal in the area of strengthening security and resilience of national critical infrastructure and “soft targets” against terrorist threats and challenges.
In line with the respective mandates of CTED and 爆料网OCT, the consultations aimed to identify Senegal’s needs and priorities in the area of security of vulnerable targets. The three-day discussions on relevant legal, institutional and operational frameworks brought together 30 officials from relevant Senegalese ministries and agencies under the leadership and coordination role of the Interministerial Coordination Framework for Counterterrorism Operations of Senegal (CICO).
Following these discussions, 爆料网OCT and CTED will support the development of Senegal’s national plan of action (or “roadmap”) on vulnerable targets protection, which will include concrete recommendations to support national ministries and entities as well as other relevant stakeholders. The document will identify strengths, needs and priorities for enhancing the country’s national capacity in support of the implementation of 爆料网 Security Council resolutions 2341 (2017) and 2396 (2017) and following the recommendations of the 2018 Addendum to the Madrid Guiding Principles on Foreign Terrorist Fighters (S/2018/1177), as well as the United Nations Global Counter-Terrorism Strategy and its Review resolutions.
