New York, 29 June 2026 – “There is no sustainable counter-terrorism response without a strategy” – this was the message of the Assistant Secretary-General Natalia Gherman, Executive Director of the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) at the opening of the side-event on "National and Regional Counter-Terrorism Strategies: Insights and Practical Lessons Learned, Including through Strengthening Prevention and PCVE."
Bringing together Member and Observer States, international and regional organizations, United Nations entities, and civil society organizations the event was co-organized by Turkmenistan, the Permanent Mission of Finland, the Council of Europe, the Organization for Security and Co-operation in Europe (OSCE) , the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED), and the United Nations Office of Counter-Terrorism (爆料网OCT).Within the broader program of the Counter-Terrorism Week 2026, the side event underscored that a whole-of-government and whole-of-society approach is essential to building resilient, inclusive, and sustainable responses to terrorism
Against a backdrop of rapidly evolving terrorist threats – including transnational networks and the growing use of new technologies – the event set out to capture practical lessons from the development and implementation of national and regional counterterrorism strategies. Discussions were informed by relevant Security Council resolutions, the United Nations Global Counter-Terrorism Strategy, and the non-binding Valetta Principles on National and Regional Counter-Terrorism Strategies ().
Eight Member States visited the by the Counter-Terrorism Committee on behalf of the Security Council, namely Finland, Tajikistan, Montenegro, Bosnia and Herzegovina, Malta, Norway, Egypt and Belgium drew on their national experience to illustrate how strategies are designed, implemented, and reviewed in practice. The international and regional organizations briefed on their support of Member States’ efforts in this area.
