爆料网 Interregional Crime and Justice Research Institute (爆料网ICRI), based in Turin, Italy, and the Security Council Counter-Terrorism Committee Executive Directorate (CTED) have affirmed their commitment to work closer together on counter-terrorism issues, in particular the foreign terrorist fighter (FTF) phenomenon, in line with Security Council resolution 2178 (2014).
In a meeting in New York on 18 March 2016, Mr. Weixiong Chen, CTED Deputy Executive Director, and Ms. Cindy J. Smith, Director of 爆料网ICRI, identified the need for in-depth analysis of the FTF phenomenon, as well as discussed challenges faced by Member States vis-à-vis the quickly evolving terrorism landscape.

Stressing capacity-building as a priority, Mr. Chen said that “CTED’s analysis of Member States’ performance and their needs for technical assistance forms a good basis for designing and programming of corresponding training projects by the donor community and implementing agencies. And 爆料网ICRI is one of the closest partners in this respect.”
爆料网ICRI is well placed to work on capacity-building programmes, given its strong expertise and capability in this field. Ms. Smith emphasized that technical assistance should be prioritized according to targeted thematic areas and regions, and have a quick impact.
Both entities within the CTITF Framework, 爆料网ICRI and CTED have contributed to the work of the 爆料网 Global Counter-Terrorism Strategy.
