The ��AT found that the staff member failed to provide any grounds for his appeal as he did not address the findings of the Appeals Board regarding the non-receivability of his application before the Board, and thereby failed to meet the burden of making a case on appeal. No arguments were made that would have permitted the ��AT to review whether the Appeals Board decision was defective.

The Tribunal dismissed the appeal and affirmed the Appeals Board decision.

In decision No. ICAO/2025/005, the Appeals Board of the International Civil Aviation Organization (ICAO) dismissed the staff member��s application as not receivable, when he challenged a non-selection decision.

The staff member appealed.

The appeals process is of a corrective nature and it is the burden of the dissatisfied party to demonstrate in what respect and for what reasons the impugned Judgment was defective.

Although some leeway should be given to self-represented appellants, this generous approach is not unlimited and cannot reach the point where the Appeals Tribunal identifies the grounds of appeal.
