1.\t<\/span>At the request of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the Secretariat prepared, in 1976, a compilation of resolutions and decisions of the General Assembly and the Security Council relating to the question of Palestine adopted from 1947 to 1975 (A\/AC.l83\/L.2).<\/p><\/div>\n

<\/p>\n

2.\t<\/span>In 1980, the first addendum was issued (A\/AC.l83\/L.2\/Add.l), covering the years 1976 to 1979.  Since 1980, 16 addenda have been prepared by the Secretariat (A\/AC.l83\/L.2\/Add.2-17).<\/p><\/div>\n

\t<\/span>2.\t<\/span>Calls upon<\/i> Israel, the occupying Power, to abide scrupulously by its legal obligations and responsibilities under the Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949, 4<\/u>\/ which is applicable to all the territories occupied by Israel since 1967;<\/p><\/div>\n

\t<\/span>1.\t<\/span>Reaffirms<\/i> the right of all persons displaced as a result of the June 1967 and subsequent hostilities to return to their homes or former places of residence in the territories occupied by Israel since 1967;<\/p><\/div>\n

\t<\/span>5.\t<\/span>Requests<\/i> the Special Committee, pending complete termination of the Israeli occupation, to continue to investigate Israeli policies and practices in the occupied Palestinian territory, including Jerusalem, and other Arab territories occupied by Israel since 1967, especially Israeli lack of compliance with the provisions of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, 1<\/u>\/ and to consult, as appropriate, with the International Committee of the Red Cross according to its regulations in order to ensure that the welfare and human rights of the peoples of the occupied territories are safeguarded and to report to the Secretary-General as soon as possible and whenever the need arises thereafter;<\/p><\/div>\n

\t<\/span>Noting<\/i> the appointment by the Secretary-General in June 1994 of the United Nations Special Coordinator in the Occupied Territories,<\/p><\/div>\n

\t<\/span>Welcoming<\/i> the results of the Conference to Support Middle East Peace, convened in Washington, D.C., on 1 October 1993, and the establishment of the Ad Hoc Liaison Committee and the work being done by the World Bank as its secretariat, as well as the establishment of the consultative group,<\/p><\/div>\n

<\/p>\n

\t<\/span>Welcoming also<\/i> the establishment by the Ad Hoc Liaison Committee of the Joint Liaison Committee, which provides a forum in which economic policy and practical matters related to donor assistance are discussed with the Palestinian Authority,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Welcoming further<\/i> the meeting of the consultative group in Paris on 19 and 20 November 1996, at which the proposed programme of United Nations assistance for 1997 was presented to the donor community,<\/p><\/div>\n

<\/p>\n

\t<\/span>Having considered<\/i> the report of the Secretary-General, 4<\/u>\/<\/p><\/div>\n

<\/p>\n

\t<\/span>1.\t<\/span>Takes note<\/i> of the report of the Secretary-General; 4<\/u>\/<\/p><\/div>\n

\t<\/span>2.\t<\/span>Expresses its appreciation<\/i> to the Secretary-General for his rapid response and efforts regarding assistance to the Palestinian people;<\/p><\/div>\n

\t<\/span>3.\t<\/span>Also expresses its appreciation<\/i> to the Member States, United Nations bodies and intergovernmental and non-governmental organizations that have provided and continue to provide assistance to the Palestinian people;<\/p><\/div>\n

<\/p>\n

\t<\/span>4.\t<\/span>Stresses<\/i> the importance of the work done by the United Nations Special Coordinator in the Occupied Territories and of the steps taken under the auspices of the Secretary-General to ensure the achievement of a coordinated mechanism for United Nations activities throughout the occupied territories;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>5.\t<\/span>Urges<\/i> Member States, international financial institutions of the United Nations system, intergovernmental and non-governmental organizations and regional and interregional organizations to extend, as rapidly and as generously as possible, economic and social assistance to the Palestinian people in order to assist in the development of the West Bank and Gaza, and to do so in close cooperation with the Palestine Liberation Organization and through official Palestinian institutions;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>6.\t<\/span>Calls upon<\/i> relevant organizations and agencies of the United Nations system to intensify their assistance in response to the urgent needs of the Palestinian people in accordance with the Palestinian priorities set forth by the Palestinian Authority, with emphasis on national execution and capacity-building;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>7.\t<\/span>Urges<\/i> Member States to open their markets to exports from the West Bank and Gaza and on the most favourable terms, consistent with appropriate trading rules;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>8.\t<\/span>Calls upon<\/i> the international donor community to expedite the delivery of pledged assistance to the Palestinian people to meet their urgent needs;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>9.\t<\/span>Suggests<\/i> the convening in 1998 of a United Nations-sponsored seminar on the Palestinian economy;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>10.\t<\/span>Requests<\/i> the Secretary-General to submit a report to the General Assembly at its fifty-third session, through the Economic and Social Council, on the implementation of the present resolution, containing:<\/p><\/div>\n

\t<\/span>(a<\/i>)\t<\/span>An assessment of the assistance actually received by the Palestinian people;<\/p><\/div>\n
