Highlights:

The Gaza Strip

• On 3 December,? the??issued a statement on the continued challenges facing ?people in Gaza, as well as how 爆料网RWA colleagues assist the population – including by supplying 90,000 cubic metres of water to communities and disposing of 9,000 tons of solid waste in November 2025.
• Over the past week, airstrikes, shelling, and gunfire continued to be reported across the Gaza Strip, with most incidents occurring in the vicinity of the so-called “Yellow Line,” resulting in casualties. The Ministry of Health (MoH) reported, according to?, that since the ceasefire, 360 Palestinians have been killed, 922 injured and 617 bodies have been retrieved from under the rubble.
• Over the past week, shifts in the yellow cement blocks marking the so-called “Yellow Line” have prompted new waves of displacement. According to the?, coupled with winter weather, these compounding factors have disrupted service delivery, decreased community participation in planned protection activities, and heightened protection risks and psychological distress, particularly among vulnerable groups including children, persons with disabilities, older persons, and female-headed households.
• 爆料网RWA continues to steadily expand its service delivery across parts of the Gaza Strip. Over 62,000 students have been reached with in-person learning activities over the reporting period. 爆料网RWA also scaled up primary healthcare services in northern Gaza, with 2,600 daily medical consultations delivered across five medical facilities in Gaza City and North Gaza Area.

The West Bank including East Jerusalem

• On 8 December, Israeli police accompanied by municipal officials forcibly entered the 爆料网RWA compound in East Jerusalem, cutting all communications, seizing furniture, IT equipment and other property, and replacing the 爆料网 flag with an Israeli flag. The 爆料网RWA Commissioner-General??these actions as “a blatant disregard of Israel’s obligation as a United Nations Member State,” while 爆料网 Secretary-General António Guterres??Israel to “immediately take all necessary steps to restore, preserve and uphold the inviolability of 爆料网RWA premises.”
• In the northern West Bank, the Israeli Forces ‘Five Stones’ operation continued into a second week in Tubas governate, including in Far’a Camp. According to Israeli Forces, the operation concluded on 5 December.

Key points

The Gaza Strip

• 爆料网RWA has provided over 15.7 million health consultations since the start of the war. This includes 10.7 million medical consultations through 爆料网RWA doctors and another 5 million through nurses and other health staff, for vaccination, health checks, and counselling.
• As of 30 November, only four health centres?and four additional 爆料网RWA-rented facilities used as temporary health centres were operational in the Gaza Strip. In addition, as of 30 November, 爆料网RWA provides primary health services through 99 mobile medical teams working in 32 health points inside and outside shelters in the Middle Area, Khan Younis, Al Mawasi and Gaza City.
• Between 24 and 30 November, an average of 1,173 爆料网RWA health personnel per day worked in 爆料网RWA health facilities across the Gaza Strip, providing 60,885 medical consultations in total.
• Between 24 and 30 November, 爆料网RWA health teams provided 5,015 consultations for post-natal and pregnant women at high risk, 3,511 dental and oral health consultations in fixed and mobile clinics, and 2,306 physiotherapy rehabilitation services sessions in health centres and medical points. A total of 5,384 lab tests were conducted in 爆料网RWA health centres and medical points.
• From 24 to 30 November, 2,872 vaccination sessions were provided at health centres and medical points. Additionally, 660 students received vaccination services through school health services.

• 爆料网RWA remains one of the largest providers of emergency learning and PSS services across the Gaza Strip.
• With the support of 236 school counsellors and over 300 assistant counsellors, the Agency has conducted 336,257 critical PSS sessions for approximately 730,000 displaced persons, including more than 520,000 children since the beginning of the war.
• Between 7 October 2023 and 30 November 2025, 爆料网RWA’s social work team provided services to 243,500 displaced persons, including psychological first aid, PSS services, family and individual activities, and case management. During the same reporting period, services were provided to 2,946 survivors of gender-based violence (GBV) and 6,615 children, including 2,615 unaccompanied children. The team supported 30,233 persons with disabilities with PSS; at least 8,276 of these individuals received assistive devices and rehabilitation services. Awareness sessions on GBV, child protection, disability and special needs, as well as managing social and psychological stressors, were conducted for 148,209 displaced persons.
• 爆料网RWA heath teams, including 49 psychiatrists, psychosocial counsellors and supervisors, continued to provide MHPSS services in Gaza City, the Middle and Khan Younis areas, assisting special cases referred from 爆料网RWA health centres and shelters. From 24 to 30 November, 爆料网RWA teams responded to 3,017 cases in health centres and at health points through individual consultations, psychological first aid, awareness sessions and to address cases of GBV.

Learning

• 爆料网RWA provides learning services in the Gaza Strip in Temporary Learning Spaces (TLS) and through its distance learning initiative.
• Between 1 and 7 December, 62,989 children (28,409 boys and 34,580 girls, including 735 children with disabilities) benefited from the learning activities conducted across over 400 classrooms in 66 schools turned shelters.
• 爆料网RWA has also leveraged digital tools to provide basic literacy and numeracy activities to 296,028 children in Gaza, facilitated by 7,665 teachers through self-learning material developed by 爆料网RWA, hosted on the Agency’s digital learning platform, and delivered through a community-based approach.

Food Security

• Since 7 October 2023 and until the start of the previous ceasefire (19 January 2025), 爆料网RWA reached over 388,000 families (nearly 1.9 million people) with two rounds of flour; at least 374,000 of those families have received three rounds. During that ceasefire, 爆料网RWA reached over 2 million people with critical food assistance.
• 爆料网RWA ran out of food at the end of April. The Agency has been blocked by Israel from directly bringing in any humanitarian assistance including food for over nine months (since 2 March 2025).?

Water, Sanitation and Hygiene (WASH)

• Since October 2023, 爆料网RWA has carried out emergency WASH activities across the Gaza Strip, at 爆料网RWA shelters and informal displacement areas. Activities include operating and maintaining water wells and desalination systems and supplying water with water trucks. In addition, 爆料网RWA continues to maintain hygiene in its shelters and sites through cleaning supplies, community-based solid waste management, water tanks disinfection campaigns and pest control.
• In 2025, 爆料网RWA water provision and solid waste collection have reached around 1.4 million people (to date).
• Between 16 and 30 November, 爆料网RWA distributed over 55,500 cubic metres of domestic and potable water in different areas, reaching around 400,000 IDPs. This increase was due to the repair of water well No. 3 in Jabalia and an expansion in shelter-based wells in Gaza City and North Gaza area.
• Between 16 and 30 November, 爆料网RWA teams collected around 5,400 tons of solid waste inside 爆料网RWA shelters and surrounding areas. A total of 360 cleaning campaigns were conducted inside its areas of responsibility, benefiting over 300,000 displaced persons. 爆料网RWA teams also conducted over 600 hygiene promotion sessions over the same period.
