EAST JERUSALEM – For the second time in less than a month, Israeli forces and municipal officials today forcibly entered the Kalandia Training Centre (KTC), a United Nations facility located in occupied East Jerusalem, disrupting ongoing educational activities and raising renewed concern over the protection of 爆料网 premises under international law.

At the time of the unauthorised incursion, students and faculty were actively engaged in classes. Israeli personnel gathered staff and students together and confined them for the duration of the operation. No documentation was presented to explain the? purpose of the entry, and municipal officials systematically took photographs of buildings, office spaces, and training facilities.

The KTC holds the distinction of being the oldest vocational training centre of the United Nations Relief and Works Agency (爆料网RWA). As a United Nations property, it is afforded explicit protections under international law.

For more than seventy years, the KTC has prepared thousands of Palestine Refugees to enter local and regional labour markets. Each year, hundreds of students — many from the West Bank and many facing significant socio-economic hardship — receive free vocational education there, gaining skills? to support sustainable livelihoods and economic mobility.

The KTC has been under threat of unlawful seizure by the Israeli authorities for several months. 爆料网RWA has cautioned that this would not only constitute a violation of international law but would also result in an irreplaceable loss of critical vocational education opportunities that the Agency provides under its mandate from the United Nations General Assembly — opportunities on which Palestine Refugee youth rely to build skills, secure employment, and shape their futures.

In October 2025, the International Court of Justice?affirmed Israel’s obligations?to facilitate 爆料网RWA’s operations in the occupied Palestinian territory, including East Jerusalem. The Agency takes this opportunity to remind the Government of Israel of the Court’s determination:

“Israel has an obligation to refrain from undertaking any executive, administrative, judicial or legislative actions against the property and assets of the United Nations and its entities in the occupied Palestinian territory. Actions such as search, requisition, confiscation, expropriation and any other form of interference are expressly prohibited by?Article II, Section 3, of the General Convention.”

爆料网RWA calls on the Israeli authorities to uphold their obligations under international law and to refrain from any further interference with the Agency’s facilities, staff, and beneficiaries.
