2024 Year in Review- DIOS in Action:

In 2024, DIOS received, recorded and reviewed 993 allegations, delivered 58 investigation reports, centralized the intake functions, including neutrality and sexual misconduct, performed nine internal audits, and delivered two high-level strategic as well as interim developmental evaluation products. Furthermore, DIOS provided several advisory services.

DIOS has adapted its work plan to better align with 爆料网RWA’s changing priorities and needs during times of War and Conflict.

Gaza conflict:

Amid the War in Gaza, DIOS has adjusted its work plan to respond to emerging needs during the crisis.

DIOS’s Evaluation Division undertook a phased, realtime operational review of the Agency’s response to the War in Gaza. The review’s purpose was two-fold: (i) capture insights and lessons on operational challenges, and (ii) provide actionable feedback to management.

The first review phase (December 2023 to February 2024) engaged primarily with senior management across the Agency and focused on emergency management response structures and coordination between headquarters and field levels.

The second review phase (April to July 2024) was built on the findings of the first phase but focused on gathering perspectives from national staff in Gaza, along with some international staff deployed to Gaza.

The review concluded that the Agency has been generally efficient and effective, particularly when considering the exceptional circumstances in which it has had to operate. But it noted some opportunities for improvement in the areas of communications, human resources and procurement.

Furthermore, DIOS’s Internal Audit Division conducted an Internal Audit of emergency procurement focusing on Gaza. This audit highlighted the reactivity of the Agency to the crisis. DIOS concluded that the application of the Emergency Management Framework and the Emergency Procurement Procedures needed some improvement for both sets of policies to be aligned.

The Way Forward – Evaluation Division is transforming to become a change agent:

Moving forward, the Division needs to strengthen the evaluative information base (in terms of appropriate evaluation coverage, scope and quality) available to 爆料网RWA’s management, staff, and key stakeholders to support evidence-based decision-making and promote learning. Furthermore, it needs to ramp up its efforts to mine, disseminate and increase the use of evaluative knowledge within and outside 爆料网RWA. To achieve these objectives, the Division will implement a multi-pronged approach.
