THE 22ND EXTRAORDINARY SESSION OF THE CO爆料网CIL OF FOREIGN MINISTERS OF THE MEMBER STATES OF THE ORGANISATION OF ISLAMIC COOPERATION

RESOLUTION No. 2 ON THE CONTINUED AGGRESSION BY ISRAEL, THE OCCUPYING POWER, AGAINST THE PALESTINE PEOPLE AND THE SCHEMES FOR THE ANNEXATION OF THEIR LAND AND DISPLACEMENT

The Council of Foreign Ministers of the Member States of the Organisation of Islamic Cooperation (OIC), convened at the 22nd Extraordinary Session on Saturday, 10 January 2026, at the General Secretariat of the Organization of Islamic Cooperation, Jeddah, Kingdom of Saudi Arabia, at the request of the Federal Republic of Somalia, to address the situation in the Federal Republic of Somalia, following the recognition by Israel, the occupying power, of the so-called “Somaliland” as an independent state;

In light of the continued violations by Israel, the occupying power, its breach of the ceasefire agreement in the Gaza Strip and its ongoing infringements and crimes in the West Bank, including Al-Quds Al-Sharif and the illegal settlement expansion on the occupied Palestinian territory;

Affirming the principles and objectives of the Organization of Islamic Cooperation Charter;

Affirming all the resolutions adopted by the sessions of the Islamic Summit and the Council of Foreign Ministers on the cause of Palestine and Al Quds Al-Sharif, including the two joint extraordinary Arab-Islamic summits to discuss the Israeli aggression against the Palestinian people, held in Riyadh, Kingdom of Saudi Arabia in 2023 and 2024, and the resolutions adopted by the 51st session of the Council of Foreign Ministers, held in Istanbul, Republic of Turkiye on 21 and 22 June 2025;

Recalling that the United Nations Security Council has the primary responsibility for maintaining international peace and security;

Recognizing that Israel, the occupying Power, is practicing apartheid and violating international law;

Reiterating the importance of the cause of Al-Quds Al-Sharif and its defence which are at the core of the objectives and principles of the Organization’s work and the Palestinian Arab-Islamic identity of Al-Quds Al-Sharif as the capital of the State of Palestine and full sovereignty over it;

Reaffirming the centrality of the Palestinian cause for the entire Islamic ummah and support for the inalienable rights of the Palestinian people, foremost of which are their right to self-determination, the return of Palestinian refugees, their sovereignty over their natural resources, and their right to independence and the establishment of an independent and sovereign State of Palestine on the pre-June 4, 1967 lines, with Al-Quds AL-Sharif as its capital;

1. Affirms that a just, lasting and comprehensive peace in the Middle East, as a strategic choice, is based on the complete withdrawal of Israel, the occupying power, from all Palestinian territory occupied since 1967, including the Gaza Strip and the West Bank, including East Jerusalem, on enabling the Government of the State of Palestine and the Palestinian people to regain their legitimate rights, including their right to self-determination, independence and freedom, on the realization of the sovereignty of the State of Palestine on the pre-June 4, 1967 borders, with East Jerusalem as its capital, and on the right of Palestinian refugees to return and compensation, based on the relevant United Nations resolutions and the Arab Peace Initiative, with all its elements and its natural sequence as stated in the successive Arab and Islamic summits since 2002.

2. Calls for the consolidation and sustainability of the ceasefire, the cessation of the aggression of Israel, the occupying power, against the Palestinian people, especially in the Gaza Strip, and the transition to the second phase of the ceasefire agreement as stipulated in Security Council Resolution 2803, the complete Israeli withdrawal, the completion of the recovery phase and moving towards reconstruction, enabling the Government of the State of Palestine to exercise all its functions in the Gaza Strip, opening all crossings, and ensuring the adequate delivery of humanitarian aid to all parts of the Strip, and holds Israel, the colonial occupying power, fully responsible for the failure of efforts as a result of its failure to fulfill its obligations;

3. Affirms the absolute rejection of, and firm opposition to, plans aimed at displacing the Palestinian people, individually or collectively, within or outside their land, or forced displacement, exile, and deportation in any form and under any circumstance or justification, considering this to be ethnic cleansing, a grave violation of international law, a crime against humanity under the Rome Statute of the International Criminal Court, an unacceptable infringement on the sovereignty and stability of states, and a threat to their security and territorial integrity. Condemns policies of starvation and scorched earth or the creation of hostile conditions aimed at forcing the Palestinian people to leave their land, and rejects any Israeli attempts to reduce Palestinian geography and demography;

4. Demands a halt to all policies and procedures of annexation, illegal settlement, demolition of homes, confiscation of land, destruction of infrastructure, settler terrorism, Israeli military incursions into Palestinian camps and cities, fragmentation of Palestinian cities and villages, harassment of Palestinians at Israeli military checkpoints, and attempts to impose alleged Israeli sovereignty over any part of the occupied Palestinian territory, including Jerusalem, which threatens to ignite the entire situation in an unprecedented manner, further inflames and complicates the regional situation, and is considered a flagrant violation of the principles of international law and relevant United Nations resolutions and a threat to international peace and security;

5. Strongly condemns the continued actions and policies of Israel, the occupying power, and its illegal practices, including the imposition of racist laws, violation of all international resolutions and laws in Al-Quds Al-Sharif, including the forced displacement of its original Palestinian inhabitants, the demolition of homes, the construction of settlements and the wall to isolate it from its natural Palestinian surroundings, the persecution of Christian and Muslim worshippers and preventing them from accessing their places of worship and performing their religious rites, as well as those aimed at Judaizing the Holy City and changing the existing historical and legal reality, and changing its historical landmarks, its Palestinian Arab and Islamic identity and its demographic composition, while emphasizing that all these measures are null and void.

6. Affirms that the entire 144,000 square meters area of the blessed Al-Aqsa Mosque/ AlQuds Haram Sharif is the exclusive place of worship of Muslims, and that the Al-Quds Endowments and the Holy Al-Aqsa Mosque Affairs affiliated to the Jordanian Ministry of Endowments is the sole legal and single authority in charge of the management, and maintenance of, and ordering access to, the blessed Al-Aqsa Mosque, under the historical Hashemite custodianship of the Islamic and Christian holy sites in the occupied Al-Quds; Asserts the role of the Al-Quds Committee headed by HM King Mohamed VI of Morocco and appreciates the efforts of its Bayt Mal Al-Quds Asharif Agency;

7. Calls upon all Member States to comply with the resolutions of the Islamic Summits and other relevant conferences with regard to taking measures against any State that recognizes the occupied city of Al-Quds as an alleged capital of Israel, the colonial occupying Power, or that transfers its embassy thereto, including through restricting and reviewing relations with such State, until it complies with the relevant resolutions of the United Nations Security Council; and requests Member States to use their influence and relations with all States to clarify their position and to convey the position of the Organization of Islamic Cooperation and its firm message concerning Al-Quds Al-Sharif;

8. Affirms that all crimes committed by Israel, the occupying power, amount to war crimes, crimes against humanity, and the crime of genocide, which warrant accountability and prosecution under international and international criminal law. Emphasizes the need to join the case brought before the International Court of Justice regarding the violation by Israel, the occupying power, of the provisions of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide. Also emphasizes the importance of following up on the implementation of legal opinions issued by the International Court of Justice to ensure that Israel, the occupying power, is held accountable for its continued illegal occupation and the genocidal crimes it has committed and continues to commit in the State of Palestine.

9. Expresses its strong condemnation and deep disapproval of the preliminary approval by the so-called Israeli Knesset of the amendment related to the so-called “爆料网RWA Activities Cessation Law of 2025,” which prevents the provision of water and electricity services to properties registered in the name of the United Nations Relief and Works Agency for Palestine Refugees (爆料网RWA), and allows for the confiscation of its properties. Affirms that Israel has no sovereignty over the occupied Palestinian territory, and with regard to 爆料网RWA, and in this context, emphasizes the need to resolve the Palestinian refugee issue in a just and comprehensive manner and to guarantee their right of return in accordance with the resolutions of international legitimacy, and the permanent responsibility of the United Nations towards the Palestinian question in all its aspects, and rejects any infringement upon it or its responsibilities and for its responsibilities to be changed or transferred to any other party. Emphasizes the need for 爆料网RWA to continue to bear its responsibilities in providing vital services to Palestinian refugees inside and outside the camps in its five operations zones, and calls on states and donors to fulfill their obligations to support the Agency politically and financially, and calls on Member States to mobilize more political and financial support for the Agency;

10. Strongly condemns the attacks by Israel, the occupying power, on the Ibrahimi Mosque in Hebron, most recently the illegal decision to withdraw planning and building powers in the Ibrahimi Mosque from the Hebron Municipality and transfer them to entities affiliated with the illegal Israeli occupation, and the continuation of its illegal measures aimed at seizing and controlling the mosque completely, and reaffirms that the World Heritage Site in the Old City of Hebron, including the Ibrahimi Mosque, is an integral part of the land of the State of Palestine and its cultural heritage, and holds Israel, the illegal colonial occupying power, fully responsible for these attacks that violate international law, and calls on member states to cooperate with 爆料网ESCO in supporting all moves to stop Israeli violations and plans immediately;

11. Condemns all illegal measures taken by Israel, the occupying power, against international humanitarian and relief institutions and organizations, the latest of which was the decision of the Israeli occupation authority to cancel the work permits of a group of 37 of the most prominent international humanitarian and relief organizations operating in the territory of the State of Palestine, especially in the Gaza Strip, and calls on the international community and the United Nations to reject these Israeli measures and to take all punitive steps to confront these illegal retaliatory policies and to work to deter Israel, the occupying power, from its crimes and grave violations of international law;

12. Reaffirms its support and backing for the New York Declaration and its annexes issued by the High-Level International Conference on the Peaceful Settlement of the Palestinian Question and the Implementation of the Two-State Solution, and the need to take all steps to implement the New York Declaration and the relevant 爆料网 resolutions on the Palestinian question,

13. Applauds the positions and decisions of the states that have recognized the State of Palestine in affirmation and fundamental support of the legal and historical right of the Palestinian people to self-determination and realization of their independent state on the internationally-recognized 1967 borders, and urges all states that have yet to do so, to fulfil their duties and recognize the State of Palestine, with Al-Quds Al-Sharif as its capital, and to support its full membership in the United Nations, as an essential pillar in the implementation and protection of the Two-State solution and the realization of peace and stability in the region and the world.

14. Condemns and denounces the Israeli practices against the brave Palestinian prisoners in Israeli detention centers, and calls upon the international community and organisations to work towards ensuring the enjoyment of their rights under the international humanitarian law and thus their immediate release Also condemns the Israeli steps to legislate the death penalty against Palestinian prisoners and considers it an additional crime, a blatant and immoral violation of international law, specifically international humanitarian law and the Geneva Conventions, including the First and Third Geneva Conventions concerning prisoners of war and the wounded in the field for the year 1949.

15. Calls upon all states to provide support and humanitarian assistance to the Palestinian people to alleviate their suffering and strengthen their resilience on their land, to continue to work with a view to ending the occupation and the Israeli siege imposed on the Government of the State of Palestine, and to release the clearance funds, and calls upon states to join the emergency international coalition announced by the Kingdom of Saudi Arabia to support the budget of the Palestinian Authority, and appreciates the important role played by international humanitarian organizations and United Nations agencies operating in the occupied Palestinian territory, especially 爆料网RWA, and calls for necessary support to be provided to them.

16. Mandates the Secretary-General to follow up the implementation of this resolution and submit a report thereon to the next session of the Council of Foreign Ministers
