Identical letters dated 10 March 2026 from the Permanent Observer of the State of Palestine to the United Nations addressed to the Secretary-General, the President of the General Assembly and the President of the Security Council

Israel continues to wage war on the Palestinian people in Occupied Palestine, bombing, killing, wounding, terrorizing and destroying en masse.

As Israel’s threats of annihilation against our people persist, we once again call on the Security Council to act urgently to uphold its duties under the Charter of the United Nations and relevant resolutions. The Council must demand and ensure the immediate and complete cessation of the litany of crimes perpetrated by Israel against the Palestinian people and must sanction continued impunity.

It is undeniable that Palestinian existence is being targeted, as evidenced in both the menacing vows and depraved acts of Israel’s government, army and settler militias. Across Occupied Palestine, in Gaza and throughout the West Bank, including East Jerusalem, Palestinians are struggling to survive, struggling to remain in their homeland, struggling for freedom and dignity under this colonial, apartheid, genocidal occupation that seeks their erasure or, failing that, submission to its domination.

In the West Bank, Israel is besieging and confining Palestinians between hundreds of settlements, walls, checkpoints and draconian movement restrictions, suffocating Palestinian life and intent on making existence unbearable. This includes a siege on Jerusalem’s holy sites, including the closure of Aqsa Mosque/Haram al?Sharif, even during this holy month of Ramadan, further violating the historic and legal status quo and freedom of worship.

Under this brutal siege, Israeli occupying forces also continue to kill, maim, abduct and detain Palestinian civilians, including children, in non-stop military raids on Palestinian cities, villages and refugee camps; demolish homes; steal Palestinian land property; and displace Palestinian families and entire communities. Israeli occupying forces are actively accompanied in these assaults by extremist Israeli settler gangs and militias, whose incitement and violence against Palestinian civilians have reached unprecedented levels as they roam around the West Bank terrorizing, murdering and pillaging.

In just the past week, 8 Palestinians have been killed thus by Israeli settlers and Israeli occupying forces attacks in the West Bank, and more than 225 Palestinians have been abducted and imprisoned by Israel. Recent settler crimes include the killing of a young Palestinian-American man, 19-year-old Nasrallah Abu Siyam, who was shot and killed by Israeli settlers who descended upon the village of Mukhmas, attacking civilians, including herders. That attack, including the shooting of Abu Siyam and the violent clubbing of other Palestinians by the settlers, occurred with the presence and support of the Israeli army.

In another incident, this past Sunday, three Palestinian civilians in the village of Abu Falah were killed in an attack by Israeli settlers under Israeli occupying forces protection. Two of the victims were shot and killed by the settlers – Thaer Farouq Hamayel (age 24) and Fare Jawdat Hamayel (age 57) – and the third victim, Mohammad Hassan Murrah (age 55), died of suffocation from tear gas fired by Israeli occupying forces.

It has become ever more clear: these fanatical Jewish settlers are waging war on our people hand in hand with the Israeli government and military, in a coordinated, premeditated scheme to uproot and corral Palestinians into ever-shrinking spaces, forcing their ghettoization or outright expulsion, in a frenetic drive to settle and annex the Palestinian land.

Settler violence and terror are not simply regrettable by-products of this illegal occupation; they are a major tool of the occupation, used to entrench control and facilitate Zionist colonization and annexation of the land with as few of the indigenous Palestinians as possible. Believing that there will never be consequences for their crimes, Israeli politicians and settler leaders actually gloat about their illegal plans to ethnically cleanse and annex the occupied territory and to thwart Palestinian self-determination and the independence and sovereignty of the State of Palestine.

Again, extremist Israeli Minister Smotrich, who recently crowed that “We will continue to kill the idea of a Palestinian State”, exposed this intent with more threats to Palestinians in the West Bank, vowing: “We will turn you into ruins like in the Gaza Strip”. Similarly, extremist Minister Ben-Gvir responded to appeals to halt the forced transfer of yet another Palestinian Bedouin community to make way for settlers by declaring: “I don’t care – Jews are above the law”.

As in the West Bank, Palestinian life in Gaza remains under direct Israeli assault, and the situation there remains catastrophic. At least 648 Palestinians in Gaza have been killed and over 1,700 wounded in attacks by the Israeli occupying forces since the ceasefire agreement came into force on 11 October 2025, indicating Israel’s total lack of respect for the ceasefire and continued denigration of Palestinian life.

In the course of just 24 hours this past weekend, among seven Palestinians killed by Israeli occupying forces in Gaza were a father, Ahmed Al-Qedra, and his 5-year-old daughter, Julia Al-Qedra, killed by an Israeli drone strike as she was preparing to leave for kindergarten; two women, Nour Salah Al-Shalafah (age 30) and Amal Mohammed Shamali (age 46), a female journalist; a 12-year old girl, Salsabeel Anwar Farraj, and another child, killed in Israeli air strikes on tents sheltering displaced families; and a paramedic, Abdulrahman Hamdouna (age 31), killed in another Israeli air strike.

Children, women and men, mothers and fathers, families, humanitarians, medics and journalists all continue to be systematically targeted by Israel in utter disrespect for the sanctity of human life and in grave breach of international law, including humanitarian and human rights law.

At the same time, Israel has again imposed a hermetic siege on Gaza, closing crossing points, choking humanitarian aid flows and halting medical evacuations, depriving the population of adequate food, water, medical care, shelter and other essentials of survival, with almost the entirety of the population still displaced and living in want.

Likewise, Israel continues its illegal ban on the United Nations Relief and Works Agency for Palestine Refugees in the Near East and at least 37 international humanitarian organizations that had been providing vital assistance to the Palestinian people, including Palestine refugees, intentionally denying life-saving support. Yet again, the spectre of starvation and famine loom over Gaza as a result of deliberate, genocidal Israeli decisions and actions.

This is the abhorrent reality of Israel’s illegal occupation of Palestine. The human, physical, humanitarian, social, economic, political and legal consequences are incalculable, devastating and intolerable. A recent report by the United Nations High Commissioner for Human Rights () affirmed this disturbing reality, finding, inter alia, that: “During the reporting period, intensified attacks, the methodical destruction of entire neighbourhoods and the denial of humanitarian assistance appeared to aim at a permanent demographic shift in Gaza. This, together with forcible transfers, which appear to aim at a permanent displacement, raise concerns over ethnic cleansing in Gaza and the West Bank.”

This interminable Israeli aggression and all of its war crimes must be stopped. United Nations resolutions and International Court of Justice rulings rooted in binding tenets of international law provide the remedies to stop this depraved crime spree against our people and to bring an end to Israel’s illegal occupation in all manifestations.

It is past time for the international community to act on the legal, political and moral obligations to confront this illegal situation. As stressed by the High Commissioner in the aforementioned report on the human rights situation in the Occupied Palestinian Territory, including East Jerusalem, and the obligation to ensure accountability and justice, this must include, inter alia, action by “all States to cease the sale, transfer and diversion of arms, munitions and other military equipment to Israel facilitating violations of international humanitarian law and international human rights law in the Occupied Palestinian Territory”, alongside other urgent measures of accountability.

Millions of lives are at stake, the future of the Palestinian nation is at stake, a future of Palestinian-Israeli peace is at stake and the future of our region is at stake. This must be stopped. We implore the international community to act now to save the human lives in peril and to salvage the prospects for a just peace.

The present letter is in follow-up to our 885 letters on the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, which constitutes the territory of the State of Palestine. These letters, dated from 29 September 2000 () to 10 February 2026 (), constitute a basic record of the crimes being committed by Israel, the occupying Power, against the Palestinian people since September 2000. For all of these war crimes, acts of State terrorism and systematic human rights violations against our people, Israel, the occupying Power, must be held accountable and the perpetrators brought to justice. This illegal colonial occupation and apartheid regime must end now.
