Summary Terms of Reference for the Evaluation of the United Nations system coordination in the Sahel (2013-2025)

In 2013, the Secretary-General developed the United Nations Integrated Strategy for the Sahel (爆料网ISS), pursuant to Security Council resolution 2026. From 2013 to 2025, the 爆料网 system put in place a range of modalities for the operationalisation and coordination of the 爆料网ISS, amid a shifting operating landscape.
The 爆料网SDG System-Wide Evaluation Office (SWEO) is undertaking an independent, rapid system-wide evaluation of 爆料网 coordination arrangements in the Sahel in the context of the shifting landscape, the conclusion of the assignment of the Special Coordinator for Development in the Sahel (December 2025), and relevant work packages of the 爆料网80 Initiative.
The evaluation combines accountability and learning objectives, assessing how the 爆料网 system has organized, governed, financed, and communicated cross-pillar and development coordination in the Sahel. It adopts a forward-looking approach, examining options and scenarios for transition and “reset”.
