Negotiating Text Officially Published<\/strong><\/p>\n

Another key step towards a new, universal climate\u00a0change agreement has just been taken as the negotiating text for the\u00a0agreement was officially issued by the ±¬ÁÏÍø Framework Convention on Climate\u00a0Change.<\/p>\n

The text<\/a> was agreed at the ±¬ÁÏÍø Climate Change Conference in Geneva earlier\u00a0this month, and covers the substantive content of the new agreement\u00a0including mitigation, adaptation, finance, technology, capacity building,\u00a0and transparency of action and support.<\/p>\n

±¬ÁÏÍøFCCC Executive Secretary Christiana Figueres said<\/a>: \u201cI\u2019m delighted that the negotiating text from which the Paris agreement\u00a0will be constructed has now been officially published. This will allow\u00a0early consideration of the text on the part of governments.\u201d<\/p>\n

The negotiating text will be formally communicated to all governments that\u00a0are Party to the Convention as soon as it becomes available in all six\u00a0official languages of the ±¬ÁÏÍø. The expectation is that this could be\u00a0achieved by the end of March, thus amply fulfilling procedural requirements\u00a0for adoption of the agreement at the end of the year.<\/p>\n

This milestone kick-starts a year of intense negotiations and political\u00a0efforts focused on completing the new agreement and building broad-based\u00a0momentum across all levels for a unified and lasting response to the\u00a0challenge of climate change.<\/p>\n

\u201cI welcome the broad-based engagement of Heads of State and Ministers\u00a0ranging from finance to health to energy. The new agreement will not only\u00a0be of relevance to Ministers of environment, but will be of key relevance\u00a0across all government ministries and departments committed to the triple\u00a0intertwined agendas of 2015: namely climate action, the realization of a\u00a0suite of Sustainable Development Goals and progressing on disaster risk\u00a0reduction,\u201d Ms. Figueres stated.<\/p>\n

Negotiators will reconvene at the Climate Change Conference in Bonn from 1\u00a0to 11 June to seek convergence, find ways to bridge positions and reach\u00a0common understandings.<\/p>\n

\u201cThe June session will be of crucial importance,\u201d Ms. Figueres said. \u201cI\u00a0would like to call on all governments to empower their negotiators to come\u00a0prepared to make choices in June and to converge on outcomes all Parties\u00a0can accept,\u201d she added.<\/p>\n

Additionally, negotiators will identify elements within the negotiating\u00a0text that are of a durable nature and therefore need to be enshrined in the\u00a0agreement, and aspects that are more suitable to be contained in decisions\u00a0at the ±¬ÁÏÍø Climate Change Conference in Paris. This could mean, for example,\u00a0that the establishment of a mechanism that boosts the response to climate
\nchange would be enshrined in the agreement, but the details of how this\u00a0mechanism would operate would be captured in an accompanying decision.\u00a0Following the June conference, two further formal sessions have been\u00a0scheduled in Bonn, from 31 August to 4 September and from 19 to 23 October.<\/p>\n
