  {"id":43077,"date":"2017-12-05T18:08:25","date_gmt":"2017-12-05T18:08:25","guid":{"rendered":"https:\/\/www.un.org\/sustainabledevelopment\/?p=43077"},"modified":"2018-04-22T11:47:39","modified_gmt":"2018-04-22T15:47:39","slug":"somalia-partnership-forum-stresses-job-creation-poverty-reduction-promote-stability","status":"publish","type":"post","link":"https:\/\/www.un.org\/sustainabledevelopment\/blog\/2017\/12\/somalia-partnership-forum-stresses-job-creation-poverty-reduction-promote-stability\/","title":{"rendered":"Somalia Partnership Forum stresses job creation and poverty reduction to promote stability"},"content":{"rendered":"<div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 nonhundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"--awb-border-radius-top-left:0px;--awb-border-radius-top-right:0px;--awb-border-radius-bottom-right:0px;--awb-border-radius-bottom-left:0px;--awb-flex-wrap:wrap;\" ><div class=\"fusion-builder-row fusion-row\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-0 fusion_builder_column_1_1 1_1 fusion-one-full fusion-column-first fusion-column-last\" style=\"--awb-bg-size:cover;\"><div class=\"fusion-column-wrapper fusion-flex-column-wrapper-legacy\"><div class=\"fusion-text fusion-text-1\"><p>A gathering of senior representatives of the Somali Government, the United Nations and the international community concluded in Mogadishu today with a call for greater investment in the country\u2019s economic development to create more job opportunities, rehabilitate essential infrastructure, and improve the living conditions of the Somali people.<\/p>\n<p>For the second consecutive day, the Federal and state-level leaders of the country met with senior representatives of the international community in the so-called Somalia Partnership Forum to assess the various challenges facing Somalia, with today\u2019s high-level conference focusing on humanitarian and development issues.<\/p>\n<p>Participants commended the Government of Federal President Mohamed Abdullahi Mohamed \u201cFarmaajo\u201d for its leadership in the country\u2019s drought response effort that averted a devastating famine in 2017. But several speakers also warned that the threat of a major humanitarian disaster still loomed over millions of Somalis, and continued support from international partners would be needed for the foreseeable future.<\/p>\n<p>\u201cUnfortunately, we cannot declare victory, and we have to exercise extreme caution because the situation remains the worst we have faced in recent living memory after four failed rainy seasons,\u201d said Peter de Clercq, the ±¬ÁÏÍø Humanitarian Coordinator and the Secretary-General\u2019s Deputy Special Representative for Somalia.<\/p>\n<p>\u201cWe continue to need deliveries of humanitarian assistance to the tune of $100 million per month,\u201d he explained.<\/p>\n<p>Mr. de Clercq noted that international partners have provided over $1.2 billion in assistance to support the Federal Government\u2019s drought response effort this year, adding that a humanitarian response plan for Somalia in 2018 will seek to raise another $1.5 billion.<\/p>\n<div id=\"attachment_43079\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2017\/12\/12-05-±¬ÁÏÍøSOM-de-Clercq.jpg\"><img decoding=\"async\" aria-describedby=\"caption-attachment-43079\" class=\"wp-image-43079 size-full\" src=\"https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2017\/12\/12-05-±¬ÁÏÍøSOM-de-Clercq.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2017\/12\/12-05-±¬ÁÏÍøSOM-de-Clercq-200x133.jpg 200w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2017\/12\/12-05-±¬ÁÏÍøSOM-de-Clercq-300x200.jpg 300w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2017\/12\/12-05-±¬ÁÏÍøSOM-de-Clercq-400x267.jpg 400w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2017\/12\/12-05-±¬ÁÏÍøSOM-de-Clercq-600x400.jpg 600w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2017\/12\/12-05-±¬ÁÏÍøSOM-de-Clercq-768x512.jpg 768w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2017\/12\/12-05-±¬ÁÏÍøSOM-de-Clercq-800x534.jpg 800w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2017\/12\/12-05-±¬ÁÏÍøSOM-de-Clercq.jpg 1024w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><p id=\"caption-attachment-43079\" class=\"wp-caption-text\">Peter de Clercq (left), ±¬ÁÏÍø Deputy Special Representative for Somalia who is also the ±¬ÁÏÍø Resident Humanitarian Coordinator, speaks during the Somalia Partnership Forum in Mogadishu. ±¬ÁÏÍø Photo\/Omar Abdisalan<\/p><\/div>\n<p>\u201cWithout the support of the international community, we could not have averted this famine,\u201d Somalia\u2019s Prime Minister Hassan Ali Khaire said in his remarks at the event.<\/p>\n<p>According to the ±¬ÁÏÍø Office for the Coordination of Humanitarian Affairs (<a href=\"http:\/\/www.unocha.org\/\">OCHA<\/a>), poverty, marginalization, armed violence, insecurity, political instability, natural disasters and a lack of economic development have driven up humanitarian needs for decades in the east African country.<\/p>\n<p>Also, a lack of access to basic services, especially in the areas of education and livelihoods opportunities, can easily tip residents into the vulnerable category in terms of relief needs, as well as encouraging outward migration in search of employment and increased susceptibility to recruitment by militant groups.<\/p>\n<p>In his keynote address, President Farmaajo said his Government intends to reduce poverty by two per cent each year and had created jobs for thousands of Somali youth since taking office earlier this year with assistance from the international community.<\/p>\n<p>\u201cWe must still do more to retain our young people,\u201d he added. \u201cThat is a must, not only to grow our country but also for preventing radicalization. We are fully aware that socio-economic improvements to the quality of our people\u2019s lives\u2026will undoubtedly help bring about political stability.\u201d<\/p>\n<p>President Farmaajo also reiterated his long-standing call for debt relief that would provide Somalia with access to loans from international financial institutions to pay for urgently needed infrastructure improvements.<\/p>\n<p>\u201cIf we are not able to build roads required by our small businesses to bring their produce to market, it would be difficult to meet our stated goal of reducing poverty,\u201d the President said.<\/p>\n<p>A communiqu\u00e9 issued at the end of the meeting welcomed the Federal Government\u2019s pledge to hold one-person, one-vote elections in 2021.
