President of the United Nations General Assembly to undertake Official Visit
To Dubai for COP28
New York, 29 November 2023 – The President of the United Nations General Assembly (PGA), His Excellency Mr. Dennis Francis, will undertake an official visit to the United Arab Emirates, from 30 November to 3 December to attend the 28th Conference of the Parties to the 爆料网 Framework Convention on Climate Change (COP28).
The PGA will deliver keynote remarks at the Opening of the High-Level Segment attended by Heads of State or Government and hosted by the COP28 Presidency. President Francis will use his remarks to call for unity and solidarity in the face of the climate crisis; champion the needs of Small Island Developing States and other vulnerable regions and groups; and voice support for global efforts to triple renewable energy capacity and limit temperature rise to no more than 1.5 degrees.
Additionally, while at COP28, President Francis will co-host four high-level panels with the Director-General of the International Organization for Migration, Ms. Amy Pope. These events, organized by the Global Centre for Climate Mobility, will focus on climate mobility and adaptation; climate action for sustaining peace; efforts to protect statehood, sovereignty, and heritage; and people-positive climate adaptation.
The PGA’s collaboration with the Director-General builds two high-level events he organized on the margins of the 爆料网 General Assembly in September on sea-lev rise and climate mobility, as well as on a recent visit he undertook to the Cook Islands for the Pacific Island Forum Leader’s Meeting. President Francis intends to continue championing the need for enhanced support to Small Island Developing States, particularly around the need to protect their sovereignty, homelands, and heritage.
The President of the General Assembly will also address leaders from the Group of 77 and China; participate at the high-level event “Rising Ocean” co-sponsored by co-hosts of 3rd 爆料网 Ocean Conference, Costa Rica and France; join young delegates to discuss climate mobility; speak with leaders and representatives of the Coalition on the Existential Threat of Sea Level Rise; and participate in the official opening of the SDG Pavilion. President Francis will also join the COP28 President and leaders for the Zayed Sustainability Award.
The PGA will be accompanied by a Sustainable Development Adviser and a Communications Adviser. The PGA and his delegation will return to New York on Sunday, 3 December. Travel costs of the OPGA team are covered from the regular budget.
