name=\"x__Hlk130296718\"><\/a><\/b><b><\/b><\/p>\n<p class=\"x_MsoNormal\" align=\"center\"><b>(As delivered)<\/b><b><\/b><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Mr. Secretary-General,<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Mr. Conference President,<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Madam Committee Chairperson,<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Mr. Special Rapporteur,<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Madam Special Envoy,<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Excellencies, Ladies and Gentlemen,<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">It is a great honour to participate in the opening of the sixteenth session of the Conference of States Parties to the CRPD.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Let me thank Mr. Kabbara of Lebanon, and Mr. Al Muftah of Qatar for joining us today.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">We have much to learn from your perspectives on how to harmonize national policies with this ground-breaking instrument.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">This Convention is, indeed, a history maker.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">It marked a paradigm shift in our thinking.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">It took us away from viewing persons with disabilities as recipients of social protection towards recognizing them as full rights holders and active members of society.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Fifteen years on, it is important to ask: Are we removing the physical, technological and attitudinal barriers for persons with disabilities to participate equally in communal life?<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">We must acknowledge there is still much to do to translate the Convention\u2019s landmark provisions into real change on the ground \u2013 particularly in terms of access.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Access to food, health care, housing and other provisions that are key to well-being.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Access to schools, workplaces, courthouses and other public facilities that are essential for our daily life.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Access to services and technologies that support independence and personhood.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">We simply cannot fulfil our 2030 pledge to \u201cleave no one behind\u201d if we do not step up our action.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Our SDG framework offers many ways to make a difference, setting out seven targets explicitly focused on persons with disabilities.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Here, it is especially crucial to have accurate data.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">By collecting them, policy makers can identify the bottlenecks, and then they can allocate the resources accordingly.\u00a0<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">These efforts will be particularly important for overcoming the barriers to digital inclusion.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Persons with disabilities often have lower incomes than others, making the cost of adaptive technology or connectivity services a burden.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">I am committed to supporting this mission to build societies of inclusion and justice.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Just yesterday, we had a meeting on the role of \u201ceasy-to-understand communication\u201d helping people with disabilities to engage fully in ±¬ÁÏÍø life.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">It was a privilege to convene the training session on Accessibility and Disability Awareness in April.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">And on Thursday, I look forward to addressing and chairing the Assembly\u2019s High-Level Meeting on \u201cEqual Access to Justice for All\u201d.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">It will feature remarks by a person with disabilities who is helping others \u2013 others like him \u2013 to navigate the complexities of legal systems around the world.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">In these and countless other ways, persons with disabilities are often not waiting for Governments to act.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">They are forging partnerships, and they are advocating for political and public participation.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">With the pivotal SDG Summit around the corner, it is on us \u2013 the international community \u2013 to pay attention to these matters and to do what we pledged: To tackle the roots of marginalization, and to work at every turn to promote the equal enjoyment of human rights by all.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">By all, including persons with disabilities \u2013 no matter the circumstance.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Because our sisters and brothers with disabilities are different, not less.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">And we should know them for their abilities.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN-IE\">Let us not forget what a paralympic fencing champion said: at a certain point of time, all of us will face with challenges of disabilities.
