Espero que todos hayan disfrutado de las fiestas con sus familias y est\u00e9n listos para continuar con el per\u00edodo de sesiones. Les deseo a todos un feliz y abundante a\u00f1o 2020.<\/p>\n<p>Hoy tengo el placer de informarlos sobre las prioridades para el resto del septuag\u00e9simo cuarto per\u00edodo de sesiones.<\/p>\n<p>En primer lugar, agradezco la cooperaci\u00f3n que me han brindado desde que asum\u00ed la presidencia. Agradezco los recursos humanos y financieros, as\u00ed como el apoyo moral, que los Estados Miembros han ofrecido a la Oficina de la Presidencia de la Asamblea General.<\/p>\n<p>Hasta la fecha, 13 Estados Miembros han aportado la suma de 4.432.152 d\u00f3lares al Fondo Fiduciario de la Oficina de la Presidencia de la Asamblea General. Tambi\u00e9n hay 29 consejeros asignados a la Oficina. Me complace que todav\u00eda haya Estados Miembros comprometi\u00e9ndose a hacer a\u00fan m\u00e1s.<\/p>\n<p>Adem\u00e1s, he mantenido una especial relaci\u00f3n con los Presidentes mensuales del Consejo de Seguridad, la Presidenta del Consejo Econ\u00f3mico y Social y el Secretario General, y estoy agradecido por la calidez de su colaboraci\u00f3n y su apoyo.<\/p>\n<p>Gracias a todo ello, junto con la coordinaci\u00f3n y el apoyo del Departamento de la Asamblea General y de Gesti\u00f3n de Conferencias, el Departamento de Comunicaci\u00f3n Global y la Oficina de Protocolo, as\u00ed como de otras oficinas y organismos de las Naciones Unidas, la Oficina de la Presidencia de la Asamblea General ha podido cumplir satisfactoriamente sus funciones hasta ahora.<\/p>\n<p>Excelencias,<\/p>\n<p>Distinguidas delegaciones:<\/p>\n<p>Durante la parte principal del septuag\u00e9simo cuarto per\u00edodo de sesiones de la Asamblea General, celebramos una semana de alto nivel que cont\u00f3 con la presencia de nuestros dirigentes quienes, adem\u00e1s de tomar parte en el debate general, participaron en la Cumbre sobre la Acci\u00f3n Clim\u00e1tica, la reuni\u00f3n de alto nivel de la Asamblea General sobre la cobertura sanitaria universal y la Cumbre sobre los Objetivos de Desarrollo Sostenible. Tambi\u00e9n asistieron a la conmemoraci\u00f3n de la Convenci\u00f3n sobre los Derechos del Ni\u00f1o, el Di\u00e1logo de Alto Nivel sobre la Financiaci\u00f3n para el Desarrollo, el D\u00eda Internacional para la Eliminaci\u00f3n Total de las Armas Nucleares y el examen de mitad de per\u00edodo de las Modalidades de Acci\u00f3n Acelerada para los Peque\u00f1os Estados Insulares en Desarrollo (Trayectoria de Samoa). Adem\u00e1s, con su participaci\u00f3n activa en la semana de alto nivel de 2019 se reforz\u00f3 a\u00fan m\u00e1s la enorme importancia que conceden a la cooperaci\u00f3n multilateral, a pesar de que algunos temen por su deterioro.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row column_structure=\u00bb1_2,1_2&#8243; aunque con algunas dificultades en varios casos. No repetir\u00e9 los detalles, ya que seguramente habr\u00e1n le\u00eddo los informes correspondientes. Sin embargo, quiz\u00e1s sea \u00fatil se\u00f1alar lo siguiente:<\/p>\n<p>\u2022 La Primera Comisi\u00f3n aprob\u00f3 el 64% de sus resoluciones por votaci\u00f3n registrada;<\/p>\n<p>\u2022 La Segunda Comisi\u00f3n se uni\u00f3 en torno a la Agenda 2030 y la necesidad de acelerar su implementaci\u00f3n;<\/p>\n<p>\u2022 La Tercera Comisi\u00f3n renov\u00f3 su compromiso con la igualdad y los derechos humanos;<\/p>\n<p>\u2022 La Cuarta Comisi\u00f3n se esforz\u00f3 por acordar una directriz hist\u00f3rica sobre la sostenibilidad a largo plazo de las actividades en el espacio ultraterrestre;<\/p>\n<p>\u2022 La Quinta Comisi\u00f3n aprob\u00f3 la suma de 3.070 millones de d\u00f3lares para el a\u00f1o 2020, en su primer presupuesto anual desde 1973; y<\/p>\n<p>\u2022 La Sexta Comisi\u00f3n, de acuerdo con la tradici\u00f3n, pudo concluir sus trabajos por consenso.<\/p>\n<p>Estimados colegas,<\/p>\n<p>Se\u00f1oras y se\u00f1ores:<\/p>\n<p>He se\u00f1alado estos ejemplos para precisar que aunque los procesos fueron dif\u00edciles, no estamos ante un fracaso, sino, de hecho, ante un triunfo. No obstante, especialmente en la Primera Comisi\u00f3n, habr\u00edamos preferido que las decisiones se tomaran por consenso.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=\u00bb1_2&#8243; Entre otras cosas, se ha logrado evitar una guerra de escala similar a la que provoc\u00f3 su creaci\u00f3n. Dio el impulso necesario para la descolonizaci\u00f3n. Apoy\u00f3 la lucha para acabar con el apartheid. Dirigi\u00f3 con mano firme los trabajos relativos a todas las convenciones de apoyo a los derechos humanos. Todos ellos est\u00e1n anclados en los ya acordados Objetivos de Desarrollo Sostenible (ODS). Estamos decididos a impulsar las alianzas a la hora de llevar a la pr\u00e1ctica la hoja de ruta que compartimos con ustedes. En consecuencia, en las pr\u00f3ximas semanas nos centraremos en los siguientes temas:<\/p>\n<p>i) Paz y seguridad \u2013 La paz y la seguridad internacionales son clave para lograr los ODS, ya que, sin paz, no puede haber desarrollo. Ante la tragedia actual, que ha causado la p\u00e9rdida de 176 vidas, es evidente que debemos trabajar con m\u00e1s denuedo para lograr la paz y la seguridad. Para que la diplomacia haga realidad su prop\u00f3sito en alg\u00fan momento, esta es una \u00e1rea urgente en la que debe actuar. El Consejo de Seguridad, as\u00ed como otros actores relevantes, deben dar prioridad a lograr una soluci\u00f3n duradera a este asunto. Esta crisis tampoco puede disociarse de la situaci\u00f3n m\u00e1s amplia en el Oriente Medio. Por lo tanto, es fundamental que encontremos soluciones para el conflicto o la cuesti\u00f3n de Israel y Palestina, as\u00ed como en el caso de Siria, el Yemen, Libia y otros. Seguir\u00e9 hablando sobre estos temas con los Presidentes del Consejo de Seguridad y el Secretario General, as\u00ed como con todos los que puedan ayudar en este sentido.<\/p>\n<p>ii) D\u00eda Internacional de la Educaci\u00f3n \u2013 Convocar\u00e9 un evento para celebrar el segundo D\u00eda Internacional de la Educaci\u00f3n el 24 de enero de 2020. Contar\u00e1 con la asistencia de varios miembros del sistema educativo, incluidos los gobiernos, el sector privado, los estudiantes y las organizaciones de la sociedad civil. Se centrar\u00e1 en la transformaci\u00f3n del sistema educativo mediante alianzas y ofrecer\u00e1 una v\u00eda para que los interesados establezcan redes y presenten las mejores pr\u00e1cticas. Es fundamental garantizar el acceso a una ense\u00f1anza primaria y secundaria gratuita y de calidad, as\u00ed como a una formaci\u00f3n profesional y t\u00e9cnica asequible e integradora y, despu\u00e9s del D\u00eda Internacional de la Educaci\u00f3n, seguir\u00e9 en contacto con ustedes sobre la mejor manera de seguir colaborando para lograrlo. En el Di\u00e1logo Matutino sobre la educaci\u00f3n ya surgieron ideas \u00fatiles, lo cual nos alienta a seguir adelante.<\/p>\n<p>iii) Hambre Cero \u2013 En febrero ser\u00e9 el anfitri\u00f3n de un acto para tratar el tema \u201cLa lucha contra el hambre: la cooperaci\u00f3n Sur-Sur y la cooperaci\u00f3n triangular para transformar la agricultura\u201d. Espero que los Estados Miembros aprovechen esta oportunidad para profundizar en el debate sobre la forma de fortalecer la cooperaci\u00f3n para lograr el objetivo de hambre cero, en particular mediante alianzas en el sector agr\u00edcola. Podemos acabar con el hambre y ayudar a erradicar la pobreza si colaboramos a\u00fan m\u00e1s en la modernizaci\u00f3n del sector agr\u00edcola, en particular en lo que respecta a la disponibilidad y asequibilidad de las maquinarias industriales, los sistemas de riego, las pl\u00e1ntulas de alto rendimiento y el acceso a la financiaci\u00f3n. Durante el per\u00edodo de sesiones, tambi\u00e9n har\u00e9 un seguimiento de las conclusiones a las que lleguemos durante ese acto.<\/p>\n<p>iv) Conferencia sobre los Oc\u00e9anos \u2013 La Conferencia sobre los Oc\u00e9anos se celebrar\u00e1 del 2 al 6 de junio de 2020 en Lisboa (Portugal). Del 4 al 5 de febrero se celebrar\u00e1 una reuni\u00f3n preparatoria para elegir los temas de los siete di\u00e1logos interactivos, y se har\u00e1n tambi\u00e9n las primeras aportaciones a la declaraci\u00f3n que se aprobar\u00e1 al final de la Conferencia. Como ya les he dicho anteriormente, los Representantes Permanentes de Dinamarca y Palau han sido nombrados para cofacilitar este proceso. Como siempre, cuento con que interact\u00faen con ellos para asegurar el \u00e9xito, que es el de todos nosotros.<\/p>\n<p>v) Cumbre sobre la Diversidad Biol\u00f3gica \u2013 La Cumbre sobre la Diversidad Biol\u00f3gica es un acontecimiento previsto en el mandato; los Representantes Permanentes de Costa Rica e Italia cofacilitar\u00e1n su proceso preparatorio. Convocar\u00e1n su primera reuni\u00f3n el jueves 16 de enero, y los insto a que les presten todo el apoyo necesario, ya que debemos hacer todo lo posible para superar las emergencias ambientales a las que nos estamos enfrentando. Por consiguiente, debemos aprovechar el impulso pol\u00edtico generado por el Acuerdo de Par\u00eds en 2015 y la Cumbre sobre el Clima del pasado mes de septiembre, para acelerar las medidas destinadas a salvar al planeta del peligro que puede suponer no hacer nada. Esto se aplica especialmente al desencanto que nos provoc\u00f3 no haber logrado llegar a un consenso sobre cuestiones importantes durante la CP25 en Madrid.<\/p>\n<p>vi) Di\u00e1logo de alto nivel sobre la desertificaci\u00f3n \u2013 Convocar\u00e9 un di\u00e1logo de alto nivel sobre la desertificaci\u00f3n en colaboraci\u00f3n con la Secretar\u00eda de la Convenci\u00f3n de las Naciones Unidas de Lucha contra la Desertificaci\u00f3n el 9 de junio. El objetivo ser\u00e1 evaluar los avances en la lucha contra la desertificaci\u00f3n, la degradaci\u00f3n de las tierras y la sequ\u00eda.<\/p>\n<p>vii) Iniciativa sobre la Responsabilidad, la Transparencia y la Integridad Financieras Internacionales \u2013 Junto con la Presidenta del Consejo Econ\u00f3mico y Social, estoy trabajando actualmente en una iniciativa sobre la integridad financiera. Esto est\u00e1 en consonancia con la resoluci\u00f3n de la Asamblea General en la que se encomend\u00f3 al Presidente de la Asamblea General y a la Presidenta del Consejo Econ\u00f3mico y Social que tuvieran debidamente en cuenta la necesidad de promover la cooperaci\u00f3n internacional para combatir los flujos financieros il\u00edcitos, con miras a fomentar el desarrollo sostenible. Les mantendr\u00e9 informados.<\/p>\n<p>viii) Inclusi\u00f3n \u2013 La inclusi\u00f3n es clave en nuestro mundo. La exclusi\u00f3n ha sido una importante fuente de inestabilidad en todas las sociedades. No hay absolutamente ninguna raz\u00f3n para excluir a nadie, ya sea hombre o mujer, joven o persona con discapacidad, o a causa de sus creencias, su color o su lugar de procedencia. Por lo tanto, insto a todas las delegaciones a que participen activamente en la celebraci\u00f3n del 25\u00ba aniversario de la Cuarta Conferencia Mundial sobre la Mujer; el 20\u00ba aniversario de la resoluci\u00f3n 1325 (2000) sobre las mujeres, la paz y la seguridad; as\u00ed como el 10\u00ba aniversario de la creaci\u00f3n de ONU-Mujeres, entre otros.<\/p>\n<p>Adem\u00e1s, en cuanto a la inclusi\u00f3n, organizar\u00e9 una reuni\u00f3n plenaria de alto nivel de la juventud el 31 de marzo de 2020, junto con la Presidenta del Consejo Econ\u00f3mico y Social. Los j\u00f3venes podr\u00e1n interactuar entre ellos y con otros interesados, incluidos los Estados Miembros y los funcionarios de las Naciones Unidas. No cabe duda de que tenemos que dise\u00f1ar una estrategia para solucionar el problema inmediato al que se enfrentan nuestros j\u00f3venes, como la falta de educaci\u00f3n de calidad, el desempleo y el subempleo, entre otros.<\/p>\n<p>ix) Naciones Unidas a los 75 \u2013 La planificaci\u00f3n para conmemorar el septuag\u00e9simo quinto aniversario de las Naciones Unidas es importante y ya ha comenzado. Podremos evaluar los \u00faltimos 74 a\u00f1os de existencia de las Naciones Unidas y decidir la direcci\u00f3n que queremos tomar en los pr\u00f3ximos a\u00f1os. Aunque las Naciones Unidas, lamentablemente, han fracasado en algunos casos, y los conocemos muy bien, no hay duda de que en general, ha sido una fuerza positiva todos estos a\u00f1os. Entre otras cosas, se ha logrado evitar una guerra de escala similar a la que provoc\u00f3 su creaci\u00f3n. Dio el impulso necesario para la descolonizaci\u00f3n. Apoy\u00f3 la lucha para acabar con el apartheid. Dirigi\u00f3 con mano firme los trabajos relativos a todas las convenciones de apoyo a los derechos humanos. Ha sido la principal plataforma de las asociaciones para el desarrollo y la resoluci\u00f3n de controversias.<\/p>\n<p>He designado a los Representantes Permanentes de Qatar y Suecia como cofacilitadores de este importante proceso, para los preparativos de la celebraci\u00f3n, y estoy seguro de que consultar\u00e1n a los Estados Miembros en el cumplimiento de este deber.<\/p>\n<p>Tambi\u00e9n es importante mencionar que el examen del foro pol\u00edtico de alto nivel sobre el desarrollo sostenible, la alineaci\u00f3n y la reforma de la Organizaci\u00f3n, incluida la del Consejo de Seguridad, seguir\u00e1n siendo temas de suma importancia. He nombrado cofacilitadores para cada uno de estos procesos y estoy convencido de que nos guiar\u00e1n con habilidad y competencia.<br \/>\nExcelencias:<\/p>\n<p>En conclusi\u00f3n, seguir\u00e9 contando con todas las delegaciones, los \u00f3rganos de las Naciones Unidas y las organizaciones de la sociedad civil para avanzar en la puesta en pr\u00e1ctica de las prioridades mencionadas.
