Declaraci\u00f3n del Excmo. Sr. Tijjani Muhammad Bande, Presidente del septuag\u00e9simo cuarto per\u00edodo de sesiones de la Asamblea General de las Naciones Unidas<\/h3>\n
24 de enero de 2020<\/span><\/strong><\/p>\n Vicesecretaria General,\n<\/p>\n Honorables Ministros y Ministras,\n<\/p>\n Embajadores y embajadoras, Representantes Permanentes,\n<\/p>\n Distinguidos y distinguidas participantes,\n<\/p>\n Se\u00f1oras y se\u00f1ores:\n<\/p>\n Es un gran placer para m\u00ed darles la bienvenida a todos a la celebraci\u00f3n de este a\u00f1o del D\u00eda Internacional de la Educaci\u00f3n. Es la segunda vez que lo celebramos desde que la Asamblea General de las Naciones Unidas, a trav\u00e9s de la resoluci\u00f3n A\/RES\/73\/25, de diciembre de 2018, declar\u00f3 el 24 de enero de cada a\u00f1o como el D\u00eda Internacional de la Educaci\u00f3n.\n<\/p>\n Este a\u00f1o, para celebrarlo, hemos invitado al Dr. David Edwards, Secretario General de la mayor federaci\u00f3n de educadores del mundo, adem\u00e1s de varios docentes galardonados de diferentes regiones, para que se unan a nosotros y as\u00ed poder reconocer, celebrar y escuchar las contribuciones vitales que hacen los docentes al logro de los objetivos de la educaci\u00f3n inclusiva de calidad.\n<\/p>\n Tambi\u00e9n me complace la presencia de varios representantes de la juventud. Lucia Burtnik, por ejemplo, figura como panelista, y Marta Borrell Fijo, una afortunada adolescente que puede estudiar, pero as\u00ed y todo se dedica a poner de relieve la dif\u00edcil situaci\u00f3n de otros ni\u00f1os no tan privilegiados. Agradecemos los esfuerzos del Dr. Edwards, Lucia y Marta y todos los dem\u00e1s docentes y entusiastas de la educaci\u00f3n por el gran trabajo que hacen.\n<\/p>\n Excelencias,\n<\/p>\n Distinguidas se\u00f1oras y distinguidos se\u00f1ores:\n<\/p>\n He convocado esta reuni\u00f3n teniendo en cuenta que, si bien todav\u00eda nos queda una cantidad ingente de trabajo por delante para lograr con garant\u00edas el pleno acceso, la igualdad y la calidad de la educaci\u00f3n necesaria para desarrollar las econom\u00edas y hacer frente a los desaf\u00edos que enfrentamos como seres humanos, la historia que tenemos ante nosotros no es l\u00fagubre.\n<\/p>\n Los progresos que hemos logrado y seguimos logrando en las ciencias, la tecnolog\u00eda o la medicina, por ejemplo, as\u00ed lo demuestran. En las \u00faltimas d\u00e9cadas, hemos visto la erradicaci\u00f3n de enfermedades o hemos encontrado tratamientos para otras; nuestros sistemas de transporte son m\u00e1s eficaces y facilitan el comercio entre las naciones; en todo el mundo, los ciudadanos pueden acceder a pr\u00e1cticamente cualquier tipo de informaci\u00f3n en cuesti\u00f3n de segundos; y los j\u00f3venes empresarios est\u00e1n mejor preparados para acceder a la educaci\u00f3n mundial.\n<\/p>\n Tambi\u00e9n han aumentado las tasas de matriculaci\u00f3n escolar en todo el mundo, hay m\u00e1s ni\u00f1os y ni\u00f1as que van a la escuela y que estudian durante m\u00e1s tiempo. Ese aumento ha hecho que las tasas de alfabetizaci\u00f3n sean m\u00e1s altas en los pa\u00edses y entre ellos. Por ejemplo, la tasa de alfabetizaci\u00f3n de los hombres y mujeres mayores de 15 a\u00f1os de edad es del 86,3 %. La tasa de alfabetizaci\u00f3n de los hombres de 15 a\u00f1os o m\u00e1s es del 90 % en todo el mundo, y la de las mujeres, del 82,7 %.\n<\/p>\n Si bien es algo encomiable, no podemos aceptar que a 20 a\u00f1os del inicio del siglo XXI, alrededor de 258 millones de ni\u00f1os y ni\u00f1as y j\u00f3venes no asistan a la escuela, 617 millones de ni\u00f1os y ni\u00f1as y adolescentes no sepan leer ni hacer ejercicios b\u00e1sicos de matem\u00e1ticas y que millones de refugiados y desplazados internos y personas con discapacidad no asistan a la escuela.\n<\/p>\n Es una mancha en los progresos que hemos realizado y los gobiernos de todo el mundo tendr\u00edan que prestar m\u00e1s atenci\u00f3n y desarrollar las alianzas necesarias para garantizar el acceso a una educaci\u00f3n primaria y secundaria gratuita y de calidad, as\u00ed como a una formaci\u00f3n profesional y t\u00e9cnica asequible e inclusiva.\n<\/p>\n Una plataforma como esta es importante a la hora de se\u00f1alar a la atenci\u00f3n de los gobiernos y otros interesados del sector de la educaci\u00f3n la necesidad de actuar ahora. Reunimos a representantes de los gobiernos, a los responsables de las pol\u00edticas y a los l\u00edderes de opini\u00f3n para identificar las lagunas y ofrecer respuestas a los temas candentes en el campo de la educaci\u00f3n.\n<\/p>\n Esto es a\u00fan m\u00e1s cierto si tenemos en cuenta que ya nos hemos atrasado en la consecuci\u00f3n de los Objetivos de Desarrollo Sostenible, y que adquirir los conocimientos y las aptitudes necesarias ser\u00e1 fundamental para lograrlos.\n<\/p>\n En consecuencia, al entrar en el decenio de acci\u00f3n y resultados para los Objetivos de Desarrollo Sostenible, es muy ilustrativo que el D\u00eda Internacional de la Educaci\u00f3n de este a\u00f1o se centre en \u201calinear las pol\u00edticas de educaci\u00f3n inclusiva de calidad con los Objetivos de Desarrollo Sostenible\u201d.\n<\/p>\n As\u00ed, el acto de hoy nos llevar\u00e1 a hablar sobre la crisis de aprendizaje y las respuestas que se plantean. Haremos especial hincapi\u00e9 en las opciones de pol\u00edtica y las prioridades de acci\u00f3n que hacen falta para lograr los progresos necesarios en el sector de la educaci\u00f3n. Conf\u00edo en el impresionante conjunto de pol\u00edticos, administradores y pensadores del campo de la educaci\u00f3n que est\u00e1n hoy aqu\u00ed para tratar estos temas y plantear se\u00f1oras y distinguidos se\u00f1ores:<\/p>\n La educaci\u00f3n mejora la capacidad de an\u00e1lisis, inventiva y pensamiento cr\u00edtico de los seres humanos y, al hacerlo, acelera los logros tecnol\u00f3gicos y el crecimiento econ\u00f3mico de cada naci\u00f3n. Cuando una sociedad est\u00e1 en un estado de perpetuo subdesarrollo, debe, entre otras cosas, reevaluar su sistema educativo. Si el sistema es disfuncional o no facilita la adquisici\u00f3n de los conocimientos y habilidades pertinentes, en el mejor de los casos, la econom\u00eda se estancar\u00e1, y, en el peor, se colapsar\u00e1.<\/p>\n Lo que revelan las estad\u00edsticas de educaci\u00f3n contempor\u00e1neas es tan significativo como lo que ocultan. El mundo ha progresado en la alfabetizaci\u00f3n b\u00e1sica, pero no est\u00e1 en el punto de poder equiparar con confianza la matriculaci\u00f3n escolar (o incluso la asistencia) con la adquisici\u00f3n de preciados conocimientos y aptitudes.<\/p>\n Es evidente que, en la medida en que exista una brecha importante entre la matriculaci\u00f3n y la adquisici\u00f3n de conocimientos y aptitudes, en ese caso podr\u00edamos hablar leg\u00edtimamente de una \u201ccrisis de aprendizaje\u201d.<\/p>\n Tendremos que hacer todo lo posible para asegurar que nuestros sistemas educativos den respuesta a varios problemas, solucionen la crisis del aprendizaje y eleven los est\u00e1ndares y la calidad de la educaci\u00f3n en todo el mundo.<\/p>\n Esto incluye asegurar que: La comunidad internacional presta m\u00e1s atenci\u00f3n a los millones de ni\u00f1os que est\u00e1n atrapados en zonas de conflicto por causas ajenas a su voluntad. Debemos prestar atenci\u00f3n a sus necesidades educativas.<\/p>\n Espero que me perdonen por darles una lista tan larga de tareas. Lo hago porque estoy muy seguro de que estamos a la altura del desaf\u00edo. No cabe duda de que si no se atienden las necesidades del sector educativo, no se alcanzar\u00e1n los Objetivos de Desarrollo Sostenible (ODS). se\u00f1oras y distinguidos se\u00f1ores:<\/p>\n Creo firmemente en el papel que pueden desempe\u00f1ar las alianzas en la aplicaci\u00f3n y el logro de los ODS. Por ello, mi oficina se ha dedicado especialmente a crearlas en las principales \u00e1reas prioritarias. A este respecto, doy las gracias a los Estados Miembros que se ponen en contacto con mi oficina, sugiriendo, entre otras cosas, propuestas concretas para atender algunas de las cuestiones mencionadas.<\/p>\n La colaboraci\u00f3n de mi oficina con la India y Palau, por conducto del Fondo de Desarrollo de las Naciones Unidas para la India, para la ejecuci\u00f3n de un proyecto de renovaci\u00f3n de escuelas en Palau ayudar\u00e1 a que cientos de ni\u00f1os tengan acceso a la educaci\u00f3n. La escuela tambi\u00e9n ser\u00e1 sede de la conferencia sobre los oc\u00e9anos; es una demostraci\u00f3n pr\u00e1ctica de las alianzas, la cooperaci\u00f3n Sur-Sur y la colaboraci\u00f3n internacional, que seguir\u00e9 alentando.<\/p>\n Tambi\u00e9n estamos estudiando la posibilidad de forjar una alianza con varios pa\u00edses sobre los nuevos compromisos que pueden asumir para aliviar la dif\u00edcil situaci\u00f3n de los refugiados y los ni\u00f1os desplazados, que no pueden recibir la educaci\u00f3n que necesitan y merecen, entre otras cosas.<\/p>\n Por \u00faltimo, insto a los Estados Miembros y a los principales asociados a que estudien la viabilidad de establecer una red que re\u00fana a los agentes e interesados en la educaci\u00f3n ya existentes, con la esperanza de que se use para intercambiar informaci\u00f3n e ideas y para buscar formas de promover la causa de la educaci\u00f3n inclusiva de calidad.<\/p>\n Antes de concluir, quisiera dar las gracias a los que han hecho posible que lleguemos hasta aqu\u00ed: a mi equipo, dirigido por el profesor Balogun, y a los funcionarios de la ±¬ÁÏÍøESCO, tanto en Par\u00eds como aqu\u00ed, entre otros.<\/p>\n Muchas gracias y les deseo lo mejor en sus deliberaciones.<\/p>\n![\"\"](\"https:\/\/www.un.org\/pga\/74\/wp-content\/uploads\/sites\/99\/2020\/01\/1-300x169.jpg\")

\n1. No disminuya la capacidad de leer, escribir y conversar en los idiomas b\u00e1sicos de instrucci\u00f3n a medida que aumente la asistencia escolar;
\n2. No haya disonancias entre el curr\u00edculo escolar y la mayor necesidad en el mundo laboral de contar con competencias y cualificaciones especializadas;
\n3. La educaci\u00f3n promueva la igualdad entre los g\u00e9neros, facilite la movilidad social, fomente el entendimiento intercultural y salve la brecha digital entre los alumnos de los pa\u00edses desarrollados y los de los pa\u00edses en desarrollo;
\n4. Se formen asociaciones eficaces de asistencia a los pa\u00edses que necesiten ayuda para elaborar planes de estudio, formar a docentes, facilitar la infraestructura adecuada, becas y programas de intercambio de estudiantes;
\n5. Se tenga en cuenta a las personas con discapacidad en los beneficios de la educaci\u00f3n y de la vida en general;
\n6. Las autoridades educativas se anticipen y respondan a los retos que plantean los conflictos y las fluctuaciones clim\u00e1ticas extremas, as\u00ed como a los peligros que plantean para el aprendizaje;
\n7. Se faciliten a las instituciones de ense\u00f1anza superior los recursos que les permitir\u00e1n superar los desaf\u00edos actuales a los que se enfrentan y, al mismo tiempo, desempe\u00f1ar las capacidades cr\u00edticas profesionales, cient\u00edficas, anal\u00edticas de pol\u00edticas, de humanizaci\u00f3n y de gesti\u00f3n necesarias para el crecimiento econ\u00f3mico y el desarrollo sostenible.
\n8. Los gobiernos de todo el mundo colaboren con los jefes de estudios y administradores educativos, los especialistas en la elaboraci\u00f3n de planes de estudio y los \u00f3rganos empresariales para mejorar la capacidad de sus sistemas educativos;
\n9. Se hayan superado las actuales diferencias en cuanto al g\u00e9nero, las cuestiones digitales y la financiaci\u00f3n en la educaci\u00f3n. El acceso a la educaci\u00f3n debe ampliarse, para que los grupos excluidos disfruten de los beneficios del aprendizaje.<\/p>\n
