Excelencias,<\/p>\n

Distinguidos delegados,<\/p>\n

Damas y caballeros,<\/p>\n

Es un placer estar aqu\u00ed y participar en esta Reuni\u00f3n Plenaria de Alto Nivel sobre la eliminaci\u00f3n total de las armas nucleares.<\/p>\n

La eliminaci\u00f3n de las armas nucleares es probablemente el desaf\u00edo existencial m\u00e1s importante de nuestra \u00e9poca y debe seguir siendo una prioridad para las Naciones Unidas.<\/p>\n

Ninguna otra tecnolog\u00eda, ninguna otra arma de destrucci\u00f3n masiva, tiene la capacidad, casi literalmente, de cambiar la faz de la Tierra, erradicando sociedades enteras.<\/p>\n

En 1945, dos bombas at\u00f3micas devastaron las ciudades de Hiroshima y Nagasaki ocasionando la muerte de alrededor de 300 mil personas. Actualmente,\u00a0 contin\u00faan existiendo, en los arsenales de nueve estados, casi 15 mil armas nucleares de mayor capacidad devastadora que esas dos bombas, y\u00a0 cientos de ellas permanecen en alta alerta operativa, listas a ser activadas en minutos. Esta es un realidad escalofriante que no podemos ignorar.<\/p>\n

La propia supervivencia de la humanidad depende de un acuerdo que proh\u00edba el uso de armas nucleares.<\/p>\n

Un mundo libre de armas nucleares es la \u00fanica garant\u00eda de que la\u00a0 naturaleza humana no pondr\u00e1 en peligro nuestra propia existencia. Las\u00a0 amenazas y las acciones de los actores no estatales, que buscan activamente obtener tales armas son muestra de ello.<\/p>\n

Excelencias, es por esas razones que el D\u00eda Internacional de la Eliminaci\u00f3n Total de las Armas Nucleares fue establecido por la Asamblea General en 2013 y se ha observado anualmente desde entonces.<\/p>\n

Este D\u00eda despierta la conciencia p\u00fablica y el compromiso pol\u00edtico, y cada a\u00f1o, un foro como este, nos brinda la oportunidad para que los Estados Miembros discutan esta amenaza existencial y encuentren soluciones conjuntas, que promuevan el desarme nuclear.<\/p>\n

Me complace observar que se ha logrado alg\u00fan progreso. En 2017, se adopt\u00f3 el Tratado sobre la Prohibici\u00f3n de las Armas Nucleares. Este instrumento hist\u00f3rico y jur\u00eddicamente vinculante para el desarme nuclear incluye prohibiciones para desarrollar, probar, adquirir, usar, o incluso amenazar con usar armas nucleares.<\/p>\n

El Tratado es un testimonio de la continua necesidad y de la utilidad del multilateralismo.<\/p>\n

El Tratado sigue abierto a la firma de los Estados miembros. Una vez que logremos las 50 ratificaciones el Tratado podr\u00e1 entrar plenamente en vigor. Espero que la discusi\u00f3n de hoy ayude a influir en favor de la necesidad de contar con este instrumento.<\/p>\n

En este contexto, celebro la decisi\u00f3n del Secretario General de iniciar, a principios de este a\u00f1o, una Agenda para el Desarme.<\/p>\n

La Agenda busca involucrar a las partes interesadas en debates innovadores sobre medidas pr\u00e1cticas dise\u00f1adas para generar resultados en las negociaciones en curso y en otras iniciativas. Ello es precisamente lo que hace falta en este momento: nuevas ideas y voluntad pol\u00edtica para hacer la diferencia.<\/p>\n

El desarme nuclear es tan importante hoy, como siempre lo ha sido. Durante mi mandato como Presidente de la Asamblea General, colaborar\u00e9 con los Estados Miembros para debatir sobre la mejor manera de avanzar en la labor de la Primera Comisi\u00f3n y en otros foros.<\/p>\n

Lograr un mundo libre de armas nucleares es una aspiraci\u00f3n universal. Ojal\u00e1 esta reuni\u00f3n brinde una ocasi\u00f3n oportuna para intercambiar puntos de vista sobre c\u00f3mo podremos tomar medidas concretas hacia ese objetivo.<\/p>\n
