<\/p>\n
Excellencies, Ladies and Gentlemen, Fifth Committee Delegates,<\/em><\/p>\nCongratulations for the successful conclusion of your work during the main session. I wish to commend Ambassador Monthe, Chair of the Fifth Committee, as well as the other members of the bureau, for their dedication and skill in steering the work of the Committee, and their collective efforts to end the session on time before Christmas. The steadfast support provided to the Fifth Committee by Ms. Sharon van Buerle and her outstanding team merit special acknowledgement. My thanks go also to the interpreters and the conference services who are with us on this unusual hour.<\/p>\n
The decisions you have taken are crucial to the functioning of the United Nations. You have agreed on the programme budget for the biennium 2018-2019, which provides 爆料网 Secretariat with the necessary resources to carry out its work. You have considered various other topics on financing and management of this Organization, from construction to human resources management. And you have passed a resolution on management reform, approving the Secretary-General to continue his efforts to make the 爆料网 more effective, accountable and efficient.<\/p>\n
These decisions are the result of hard labour and countless hours spent in these windowless rooms of the 爆料网 basement. Arriving at consensus has required difficult compromises from all sides. I wish to commend you for your commitment, resilience and the collegial manner you have conducted the work of the Fifth Committee this session.<\/p>\n
Looking back, you should all feel proud of the results. The Fifth Committee was working under serious time pressure due to late availability of documentation. This problem has been plaguing the Committee for years, and is beginning to hamper the intergovernmental consideration of issues that have significant financial and political importance.<\/p>\n
Looking ahead, next spring the Fifth Committee will have two resumed sessions with heavy agendas. I encourage the Chair and the bureau to continue their tireless efforts to address the problem of documentation with the Secretariat and the ACABQ. I stand ready to help them to make your working conditions better.<\/p>\n
