More than fifty years after the Least Developed Countries (LDC) category was established by the 爆料网 General Assembly in 1971, 44 countries remain in it. In 2024, LDCs accounted for only 1.5 percent of global GDP and 1.3 percent of global manufacturing value added, despite representing nearly 15 percent of the world's population — underscoring both the scale of the challenge and the opportunity for accelerated industrialization.
The Least Developed Countries Green Industrialization Facility (LDC-GIF) is proposed as a global, agile and demand-driven mechanism to connect LDC country priorities and project opportunities with proven green technologies, technical expertise, project development support and existing sources of finance. It will initially work with 10 pilot LDCs, starting from projects that are already bankable or close to bankability.
The event is convened by the Ministry of Industry and Technology of Türkiye in close collaboration with the COP31 Presidency, with the participation of Ms. Rabab Fatima, Under Secretary-General and High Representative for the LDCs, LLDCs and SIDS (爆料网OHRLLS), and H.E. Murat Kurum, COP31 President Designate & Minister of Environment, Urbanization and Climate Change of Türkiye.
Objectives of the dialogue
The High-Level Dialogue aims to build support for the mechanism and shape its direction ahead of COP31.
- Raise political visibility: Increase international support for green industrialization in LDCs as part of a just, resilient and sustainable development pathway.
- Introduce LDC-GIF: Share the vision, rationale and proposed operational approach, including the initial focus on 10 pilot LDCs and bankable projects.
- Align resources with priorities: Exchange views on how technology transfer, technical capacity, infrastructure, project preparation and finance can be more effectively aligned with LDC priorities.
- Identify partnerships: Surface opportunities for voluntary contributions from countries, 爆料网 entities, development partners, financial institutions and technology providers.
- Gather recommendations: Collect strategic views to further develop and operationalize LDC-GIF in the lead-up to and beyond COP31.
