The scale of the impacts of the COVID-19 pandemic has started to break inertia in policymaking. Industrial policy is seeing a revival as governments face the challenge of simultaneously securing economic recovery, addressing the deep inequalities that were magnified by the crisis, secure the transition to a low-carbon economy and adapt to climate change. What needs to be fundamentally different in post-pandemic industrial policy, which will need to reconcile ecological, social and economic ambitions?
